Analytical and Data Validation Services for Environmental Sample Analysis

Background
The United States Army Corps of Engineers (USACE) Seattle District is issuing a Request for Proposal (RFP) for Analytical and Data Validation Services for Environmental Sample Analysis. This contract aims to support numerous projects from various customers by providing analytical laboratory services and data validation for chemical analysis across a range of matrices.

The total estimated contract capacity is $1,000,000, with an annual capacity of approximately $200,000. The contract will be a Firm-Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) single award task order contract (SATOC).

Work Details
The contractor will provide analytical/testing laboratory services to perform chemical analysis and validation in various matrices including soil, water, sediment, air, biota, and chemical products. Services include:
- Professional scientific and technical services to perform bioassay, chemical analysis, and physical testing in compliance with Federal, State, County, and local laws and regulations such as the Washington State Model Toxics Control Act Regulation (MTCA), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA), Toxic Substances Control Act (TSCA), Clean Air Act, and Clean Water Act.
- Required accreditations include Department of Defense (DOD) Environmental Laboratory Accreditation Program (ELAP) accreditation or other state accreditations.
- Data verification and validation against established criteria within the analytical method, DOD Quality Systems Manual (QSM), U.S. Environmental Protection Agency (EPA), or other methods as required by the task order.
- Use of Multi-Agency Radiological Laboratory Analytical Protocols (MARLAP) for radiological parameters.

Period of Performance
The period of performance for this contract is 5 years total, consisting of 1 base year and 4 option years from 2024 through 2029.

Place of Performance
The contract will support existing and future USACE customers within the USACE Northwestern Division covering states including California, Colorado, Idaho, Iowa, Kansas, Minnesota, Missouri, Montana, Nebraska, North Dakota, Oregon, South Dakota, Washington, Wisconsin, and Wyoming.
