Final RFP/Solicitation will be posted on Friday, 23 Feb 2024 to the PIEE/Solicitation Module. There will be a few provision/clause revisions in the Final RFP. The overall content within the Draft RFP has not been revised. Questions are due no later than 0900 (CT) on 08 March 2024 and submitted on the RFP Attachment 14. Proposal due date has changed to 1100 (CT) on 25 March 2024.

This presolicitation notice serves as notification to industry of the draft solicitation for the Analysis of Mobility Platform procurement, hereafter referred to as AMP.

AMP is a suite of tools supporting analysis of the joint deployment distribution enterprise (JDDE). Tools range from complex simulation and optimization modeling environments to highly detailed simulation tools. The United States Transportation Command (USTRANSCOM) Joint Distribution Process Analysis Center (JDPAC) is the functional manager for the AMP program, and the tools within the suite include:

      • AMP-Core
      • Air Refueling Model (ARM)
      • AMP-Port Analysis Tool (AMP-PAT)
      • Rapid Course of Action (COA) Analysis Tool (RCAT)
      • Joint Mobility Closure Estimator (JMCE)
      • AMP-Transportation Feasibility Assessment (AMP-TFA)

AMP is a transportation modeling and simulation framework used to obtain an end-to-end simulation of the Defense Transportation System (DTS). AMP supports transportation enabler requirements during Time-Phased Force and Deployment Data development processes and provides throughput analysis for airports and seaports. This requirement will have 12 task areas: Contract and Program Management, Technical Support for Studies and Analysis, Requirements Management, Support for Design and Development, Software Maintenance, Application Administration, Security Engineering and Cyber Security Requirements, Support for Annual AMP Contingency Plan Review, Configuration Management, Sustainment Enhancement, New Capability, and Cloud Migration.

The United States Transportation Command Directorate of Acquisition (TCAQ) intends to solicit and award a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract, with cost plus fixed fee and firm fixed price line items. Task Orders issued against the IDIQ will be structured accordingly. The five- year ordering period for the AMP IDIQ is 01 August 2024 through 31 July 2029. Task Order 01 may include Transition from 01 August 2024 30 September 2024; however, no other performance will begin prior to 01 October 2024. Both the IDIQ and the task orders will include FAR 52.217-8, Option to Extend Services, which permits extension of the IDIQ and task order for an additional six-months (01 October 2029 31 March 2030). Task Orders will also include FAR 52.217-9, Option to Extend the Term of the Contract. The first task order will be a base period of one-year, plus four one-year option periods.

The Government will utilize the DoD Source Selection procedures to award to the offeror determined to represent the best value to the Government. This requirement will be solicited as full and open utilizing 541511. The anticipated date for release of the solicitation is on or around March 1, 2024. If your company is interested in the AMP requirement, it is advised to continuously monitor the Contract Opportunities site at www.sam.gov. Offerors may request the technical data package prior to the solicitation release. All responsible sources may submit a proposal which shall be considered by the agency.
