Background
The Naval Air Systems Command (NAVAIR) is conducting market research to identify potential businesses capable of manufacturing Low Band Consolidation (LBC) Transmitters, repairing Government Furnished Material (GFM) components for LBC production, and procuring LBC spares.
This initiative aims to ensure that the agency can effectively meet its operational requirements while maintaining a high level of security clearance at the SECRET level.
Participation in this sources sought does not guarantee future contract awards.

Work Details
The contract involves the following key activities:
- Manufacturing Low Band Consolidation (LBC) Transmitters.
- Repairing GFM components repurposed for LBC production.
- Procurement of LBC spares.
- Program planning and control, cost and schedule management, subcontractor control, financial management, data management, systems engineering management, and risk and configuration management.

Specific requirements include:
- Recurring and Non-Recurring Engineering for LBC Transmitters.
- Acceptance testing on each manufactured item.
- Environmental Stress Screening (ESS) testing on each manufactured AN/ALQ-99 LBC.
- First Article Inspection (FAI) for new products.
- Proactive obsolescence monitoring.
- Maintenance, repair, calibration, and certification of production test equipment and tooling provided as Government Furnished Property (GFP) or procured as Contractor Acquired Property (CAP).

Period of Performance
The anticipated period of performance is up to 60 months with coverage beginning no later than December 2025.
