Offerors are notified that the Naval Undersea Warfare Center, Newport RI (NUWCDIVNPT) is hereby issuing a competitive Request for Proposal (RFP) for procurement of test and base operation services for the Atlantic Undersea Test and Evaluation Center (AUTEC) on Andros Island, Bahamas. This is a follow on of NUWCDIVNPT contract N66604-05-C-1277, with a tentative projected award of 4QFY19.

Please refer to this solicitation "Request for Proposal: Atlantic Undersea Test and Evaluation Center (AUTEC)" with the solicitation number N66604-18-R-0881 for the most current documents and information.

Section J Attachments are provided as part of this posting. Attachments 04, 05, 06 and 09 are marked with limiting Distribution Statements. These attachments to the solicitation, as well as other Government Furnished Information (GFI), will not be posted to the Federal Business Opportunities (FedBizOpps) website.

It is NUWCDIVNPT's intent to utilize an Electronic Technical Information Center (ETIC) as its bidder's library for all documentation necessary for potential offerors, including all contract attachments. Much of the documentation housed on the bidder's library is categorized Distribution Statement D: Distribution authorized to Department of Defense and US DoD contractors only. Please note that you will not be able to access the AUTEC ETIC Bidder's Library until your account request is approved by the Approving Official and processed. Only Individuals listed as their company's JCP point of contact will be granted access.

Instructions on how to access the ETIC Bidder's Library are contained in Attachment 15 "ETIC Bidder's Library Access Instructions".

NOTE: Attachment 12 - Award Fee Plan has not been posted to FBO.gov or the AUTEC ETIC Bidder's Library at this time. The Attachment 12 Award Fee Plan will be posted as an amendment to this solicitation within ten (10) days of this notice.

All comments or questions related to this solicitation must be received within twenty (20) calendar days after issuance of this notice to allow the Government adequate time to prepare and issue responses to all Offerors prior to the date and time set for receipt of proposals. Unclassified comments or questions should be electronically submitted using Attachment 16 "AUTEC Offeror Question Submittal Form" to Michael Russo (michael.russo2@navy.mil) and Lisa McKeon (lisa.mckeon@navymil). Any questions or comments that are submitted may be publically released.
