Amendment 0005 Clarification 2.11.1 Other (SOW Attachment 1 - Direct Lease Property Tracking Sheet) Amendment 0005. Offeror must clarify unit rate at or below fair market rate (FMR) attachment 3 of the original solicitation. Revision due January 27, 2025, at 12pm EST.

This is a combined/synopsis soliitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) has a requirement for Property Management Companies and/or Housing Solution vendors. The FEMA Direct Lease program is a housing assistance program to lease furnished, turnkey properties for the purpose of providing temporary housing to eligible applicants effected by Tropical Storm Helene.

As a result of this combined synopsis/solicitation, the Government intends to issue one or more firm fixed price Blanket Purchase Agreement(s) (BPAs) in accordance with FAR Part 13 and referenced Statement of Work (SOW).

All interested parties shall provide quotes in accordance with the Statement of Work and requirements outlined in this solicitation.

Solicitation 70FBR425Q00000050 is being issued as a Request for Quote (RFQ).

This solicitation document and its incorporated provisions and clauses are those in Federal Acquisition Circular (FAC 2025-01), effective November 12, 2024.

This effort is solicited as a Small Business Set-Aside under North American Industrial Classification System (NAICS) code is 531110 - Lessors of Residential Buildings and Dwellings. The Small Business Size Standard is $34M.

Failure to submit all required documents/attachments 5, 6, 7, 8 and 9, filled out as set forth in the solicitation with your proposal submission may result in your proposal being deemed nonresponsive and may not be considered for award.

Background
The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) is seeking Property Management Companies and/or Housing Solution vendors to support the FEMA Direct Lease program. This program aims to provide temporary housing for eligible applicants affected by Tropical Storm Helene.

The solicitation is part of FEMA's efforts to assist individuals displaced due to declared emergencies or disasters, specifically targeting the State of North Carolina.

Work Details
Contractors will be responsible for identifying and managing multiple potential direct lease properties that are furnished and turnkey, ensuring they are located within reasonable commuting distance to essential services. Properties must meet specific criteria: they should include all essential utilities, appliances, and furnishings, be safe, sanitary, and functional according to HUD Housing Quality Standards (HQS), and accommodate accessibility needs where necessary.

The contractor will also evaluate properties for safety and sanitation, ensure compliance with state laws regarding security deposits, manage maintenance services, and facilitate communication with property owners regarding mortgage payments and rental licenses. The contract includes provisions for early termination fees, security deposits retained by FEMA, and potential modifications for ADA compliance.

Period of Performance
The Master Blanket Purchase Agreement (BPA) period shall not exceed five years from the date of award, consisting of a one-year base period plus four one-year option periods. Individual BPA call orders will have a 12-month base period with an option for a 6-month extension. Any call order related to a declared disaster must conclude no later than 18 months after the disaster declaration date.

The contract will be performed in various locations throughout the State of North Carolina.
