Background
This is a planned non-personal services contract to provide Fence-to-Fence (F2F) environmental compliance services at four installations within the State of New Mexico – Cannon Air Force Base (CAFB) located in Curry County, Melrose Air Force Range (MAFR) located in Curry County and Roosevelt County, Holloman Air Force Base (HAFB) located in Otero County, and Kirtland Air Force Base (KAFB) located in Bernalillo County. The proposed procurement will be competed utilizing a Small Business Set-Aside using a Best Value Trade Off (BVTO) Request for Proposal (RFP) source selection process in accordance with NAICS is 562910, with a size standard of 1,000 employees. Award will be made using a tradeoff source selection process to evaluate the best overall proposals determined to be the most beneficial to the Government.

Work Details
The contract involves Fence-to-Fence environmental compliance services at Cannon Air Force Base, Holloman Air Force Base, and Kirtland Air Force Base in New Mexico. The tasks include Project Management (PM) tasks, Planning tasks, Hazardous Waste Management, Hazardous Materials Management, Environmental Sampling and Analysis, Air Quality Compliance and Permitting, Wastewater and Stormwater Compliance, Cultural Resource Management, Solid Waste Management, Environmental Management System (EMS), Petroleum, Oil and Lubricants (POL) Management, and Permit Fees.

Period of Performance
The period of performance for the contract includes base years and option years for each task as detailed in the solicitation document.

Place of Performance
The geographic locations where the contract will be performed are Cannon Air Force Base (CAFB), Holloman Air Force Base (HAFB), and Kirtland Air Force Base (KAFB), all located within the State of New Mexico.
