Amendment 0001- OT-10 Area Environmental Care Plan, Kirtland Air Force Base, Bernalillo County, New Mexico   2

Background
This contract will provide support to Kirtland Air Force Base (KAFB) as the landowner and the Defense Threat Reduction Agency (DTRA) as the operator of the OT-10 area. The work is being performed to address comments from a 2022 inspection completed by the Nuclear Regulatory Commission (NRC).

The OT-10 area consists of four active thorium-seeded training fields and a bunker used by DTRA to train military radiological response personnel in detecting dispersed contamination from nuclear weapon incidents. A radiological investigation, including gamma walkover surveys and soil sampling, was completed in 2024, with results pending finalization.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform work associated with the OT-10 area at KAFB.

The main objectives include:
1. Developing an Environmental Care Plan (ECP) for OT-10 areas (TS-1, TS-2, TS-3, TS-4, and Building 28005/surrounding area);
2. Conducting project management;
3. Ensuring compliance with DoD quality standards;
4. Coordinating with KAFB and DTRA for deliverables.

Specific tasks include:
- Task 1 - Project Management which involves creating a Project Management Plan (PMP), maintaining project schedules, conducting kick-off meetings and monthly status meetings;
- Task 2 - ECP development which includes characterizing radiological contamination and outlining response actions.

Period of Performance
The period of performance shall be one year from the date of award.

Place of Performance
The work will be conducted at Kirtland Air Force Base located in Bernalillo County, New Mexico.
