Background
The Department of Veterans Affairs, National Cemetery Administration is issuing this contract for grounds maintenance services at the Historic Salisbury National Cemetery, established in 1863.

The cemetery serves as a national shrine honoring veterans and their families, necessitating high standards of maintenance and appearance. The contract aims to ensure that the cemetery grounds reflect the nation's respect for those interred there, with strict adherence to specifications due to the public's attention and the cemetery's historical significance.

Work Details
The contractor shall provide all labor, supervision, equipment, tools, materials, and supplies necessary for grounds maintenance services at Salisbury National Cemetery. Key tasks include:
1. Turf mowing and removal of debris/grass clippings.
2. Trimming of all headstones, trees, curbs, and fence lines.
3. Edging of all streets and non-burial turf areas during mowing/trimming operations.
4. Daily policing of cemetery grounds to collect and remove leaves, weeds in planting beds, small branches, and twigs.
5. Raising, lowering, realigning, resetting, backfilling, and cleaning existing upright headstones while ensuring no physical removal from gravesites occurs during these processes.
6. Development of a Cemetery Grounds Management Plan to verify grave conditions and headstone placements.

Period of Performance
The period of performance will be one base year with four one-year options from the date of award.
