The purpose of this amendment to the solicitation is to: a. Confirm by certification that contractor is not in violation with
Executive Order 14173 Ending Illegal Discrimination and Restoring Merit-Based Opportunity; and b. Incorporate the provision
Certification Regarding Compliance with applicable Federal anti-discrimination laws in Section 2 Contract Clauses of the
solicitation.
Offerors must complete the attached certification statement, signed and dated, to be returned along with the proposal.

The Embassy of the United States of America has a requirement for its Primary contract for VNET
(min.80Mbps), DIN (min.80Mbps), DTSPO (min.80Mbps) Internet Services, and Circuitry for the U.S. Embassy
of Monrovia, Republic of Liberia. The Contractor shall complete all work, including furnishing all labor,
material, equipment, and services. The price quoted shall include all labor, materials, overhead, and profit.

Background
The Embassy of the United States of America in Monrovia, Republic of Liberia, has a requirement for internet services including VNET, DIN, and DTSPO with a minimum bandwidth of 80 Mbps.
The goal of this contract is to ensure reliable and dedicated internet connectivity for the embassy's operations.
The contractor is responsible for providing all necessary labor, materials, equipment, and services to fulfill this requirement.

Work Details
The contractor shall provide the following services:
1. Primary VPN (OpenNet Plus) with one dedicated Internet channel at a minimum of 80 Mbps.
2. Dedicated Internet services must comply with high-end professional standards, ensuring 24/7 availability and unlimited usage.
3. Fiber optic connectivity is preferred, with proactive monitoring by the ISP to inform the embassy of any outages.
4. Provision of a /28 subnet static Public IP addresses for VPN equipment.
5. Compliance with performance metrics including packet loss not exceeding 0.5% and availability at 99.9%.
6. The ISP must provide detailed network topology maps and redundancy in internet backbone connections.
7. All network devices must exclude ZTE, Huawei, Xiaomi products or any affiliated brands.

Period of Performance
The contract will be for a base period of one year from the date of award with four additional option years available.

U.S. Embassy Monrovia, 502 Benson Street, Monrovia, Liberia.
