(Amend 0005) DESIGN BID BUILD FY 21 DTRA ALBUQUERQUE ADMINISTRATIVE OFFICE BUILDING, KIRTLAND AIR FORCE BASE, BERNALILLO COUNTY, NEW MEXICO   3

Design Bid Build FY 21 DTRA Albuquerque Administrative Office Building, Kirtland Air Force Base, Bernalillo County, New Mexico. The proposed procurement is an Unrestricted (open to both large and small businesses) Best Value Trade Off (BVTO) Request For Proposal (RFP). NAICS is 236220, with a size standard of $39,500,000.00. The magnitude of construction for this project will be between $25,000,000.00 and $75,000,000.00. Bonding will be required for this acquisition. Offerors attention is directed to Section 002100 in the Solicitation for information regarding the tour of the site. Access requests are due to the provided POC NLT 01 February. See aformentioned section for further detail. Solicitation will be issued on 15 Jan 2021, with proposals due on 16 Mar 2021. Offerors are advised that this requirement may be delayed, canceled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds.

THE PROJECT consists of the following:

Construction of a 7,164 SM (77,110 SF) three-story, energy-efficient, controlled-access, open-storage building to house the Albuquerque Administrative Office for DTRA. Project to include solar parking canopies along with HAZMAT removal and construction of pavement including curb and gutter. Work to be completed in accordance with ICD 705 Volume 2 requirements.

THE PROJECT will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. The proposed procurement will result in a firm-fixed price contract.
