The Army Contracting Command - New Jersey (CCNJ) on behalf of the Program Manager for Soldier Lethality (PMSL) and the Combat Capabilities Development Command Armaments Center (CCDC-AC) is seeking potential sources to supply AK-74-type Kalashnikov Assault Rifles and Support Parts. These weapons and support parts are commercially supplied and no US Government TDP will be provided.

For the purposes of this effort, the AK-74-type Kalashnikov Assault Rifle is defined as follows:

One (1) AK-74-type Kalashnikov Assault Rifle with fixed stock and approx. 16 inch barrel

The following accessories are desired as part of the weapon system, although CCNJ, PMSL and CCDC-AC recognize that the availability of these accessories is dependent on the condition and source of the rifles and may not be included in response for AK-74 type rifles.

Four (4) 30-round steel or polymer box magazines

One (1) cleaning kit (includes brush, drift, scourer, and screwdriver)

One (1) oil bottle

One (1) sling

One (1) manual (in English)

Technical Description:

The AK-74-type Kalashnikov Assault Rifle is an air-cooled, magazine-fed, selective-fire assault rifle that is chambered in 5.45 x 39mm. It utilizes a long-stroke gas piston and a multi-lug rotating bolt based off of the Avtomat Kalashnikov Assault Rifle. The weapon is comprised of stamped sheet metal riveted to steel inserts. It is equipped with a single lever-style selector lever on the right side of the receiver. The barrel itself is not threaded, instead it is equipped with a pressed/pinned-on 24 mm threaded front sight block. In older variants, the threaded portion is separate from the front sight block and as such is pressed/pinned-on the barrel separately. The bolt features an external extractor. The firing pin does not feature flutes. The handguard and stock are made of wood or polymer. The stock is the fixed type and does not fold or collapse.

Weight, empty: approx. 3.07 kg (~6.80 lbs)

Country of Origin:

Responses shall include the country of original manufacture and the providing source. Weapon systems of interest are those that follow the design pattern of rifles from Romania (eg. md.86), Russia (eg. AK-74), and East Germany (eg. MPi AK74). Weapons manufactured elsewhere are also desirable provided they adhere to the AK-74 pattern.

Conversely, Bulgarian AR-SF and Polish Tantal-pattern rifles are not considered AK-74 pattern weapons for the purposes of this Sources Sought notice. Responses offering these weapon systems or other systems that do not adhere to the AK-74 pattern are not desirable.

Materiel Condition:

Sources are sought for functional AK-74 weapon systems. New Production items are preferred. Rifles in new old-stock/unissued, refurbished, or surplus conditions are satisfactory as long as they are determined to be safe-to-fire. Rifles assembled from previously-used or loose parts (i.e. parts kits ) are also of interest.

Note: All supplied parts should be from the same OEM as the supplied weapons. Supplied parts must be appropriate for, and usable on, supplied weapons.

In responding to this Sources Sought Notice, respondents should provide the following information:

A detailed description of your capability to deliver AK74 weapon systems and support parts. Please include source, country of origin, quantity and technical description of the identified weapons and support parts availability (specific parts and quantities). Provide maximum deliverable quantity within 180 days of receipt of order.

A detailed description of your ability to comply with Item Unique Identification (IUID) machine-readable information (MRI) requirements as described in MIL-STD-130, Identification Marking of U.S. Military Property and Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.211-7003. Provide any available data related to testing performed to ensure compliance with MIL-STD-130 specifically as it relates to permanency and legibility. Direct identification marking of the serialized receiver (e.g., by laser) capable of withstanding the intended life cycle should be addressed. If another method is described that description should include an explanation of the method's relative merits and why it is the equivalent or superior.

Interested companies capable of meeting the requirements described above are invited to indicate their interest by providing the Government a brief summary of its company's capabilities, including a description of its ability to meet the above-mentioned IUID MRI requirement and delivery requirements.

All interested sources shall also provide the organization name, address, point of contact, phone number, fax number, e-mail address, taxpayer identification number, SAM Identifier, and CAGE Code.

This is a Sources Sought Notice. This notice neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This notice should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this notice. The U.S. Government is not obligated to notify respondents of the results of this notice. If a formal solicitation is generated at a later date, a pre-solicitation notice will be published. No award will be made as a result of this Sources Sought Notice.
