Air Defense Interrogators (ADI)   2

This is a presolicitation notice in accordance with FAR 5.204 to publicize the planned sole source procurement, the AN/UPR-3 (Cooperative Aviation Surveillance Sensor (CASS)); the Avenger/Stinger Man Portable Air Defense System (MANPADS); AN/TPX-57(V)1, AN/TPX-57(V)2, AN/TPX-58(V)1, AN/TPX-59, ADI KIV-77, and any future ADI developed to meet future Identification Friend or Foe (IFF) systems and used to make the initial classification of all targets and to perform re-classification of targets when their identities must be re-confirmed as a result of positional changes or flight path cross-overs.
The United States Army, Contracting Command, Aberdeen Proving Ground (ACC-APG), 6001 Combat Drive, APG, Maryland 21005, intends to solicit and award a sole source, five year (5), Cost-Plus-Incentive-Fee (CPIF) / Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) type contract in accordance with FAR 6.302-1 and 10.USC 2304(c)(1), Only One Responsible Source and no other supplies or services will satisfy the agency requirements.

The proposed source is Raytheon Company, 6260 Guardian Gateway, Aberdeen Proving Ground, MD 21005. Raytheon is the original developer and the only known source that produces the AN/TPX-57(V)1 & 2 ADI, which are Non-Developmental Items (NDI), and possesses the level III technical data package for the ADI. The Government does not possess level III technical data package (TDP) for the ADI.

The NAICS code for this procurement is 334220 and the Product Service Code (PSC) is J058. The place of performance will be at the contractor's facilities.
