Synopsis issued 8/22/2024: The requirement is to provide Artificial Intelligence (AI) Open-Source Intelligence (OSINT) Software Support Services in order to devise, configure, operate, and maintain advanced artificial intelligence (AI) software systems with Image and Video Recognition and Alerting for the Pentagon Force Protection Agency (PFPA) mission sets, which includes processing software improvement requests, support, futures analytical reporting, program analysis, developing contractor?s Detection as a Service (DaaS) program Standard Operating Procedures (SOP), developing process maps, and following agency-specific regulations. Contractor shall provide open-source analysis to provide early detection from open source information utilizing AI, awareness of threatening communications to High Risk Personnel (DoDI O-2000.22), the Pentagon Reservation, and leased facilities (DoD Directive 5105.68). The contractor shall provide a System Architect Level III. The contractor shall have a Top-Secret (TS) Facility Clearance Level (FCL) in accordance with the DD 254 DoD Contract Security Classification Specification, and its employee(s) shall have a TS clearance. The draft Performance Work Statement (PWS) is attached. This Presolicitation Notice to synopsize the upcoming Request for Proposal (RFP) is issued from the DoD PIEE Solicitation Module. The RFP will be issued from the Solicitation Module, and offerors choosing to submit a proposal in the Solicitation Module must register in PIEE at https://piee.eb.mil, and submit a request for the Proposal Manager role. ADDITIONAL INFORMATION ADDED 8/23/2024: This is a 100% Small Business Set-Aside. This is a new requirement so there is no incumbent contractor. The Government anticipates issuing the RFP before the end of August 2024. The RFP evaluation criteria will be in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services, and FAR Part 13, Simplified Acquisition Procedures, and the evaluation criteria are anticipated to be 1) Technical Approach and Capability (related to PWS Sections 4 and 5) and 2) Price. Following is the list of anticipated Firm-Fixed-Price (FFP) Contract Line Item Numbers (CLINs), Unit Description, Number of Units, and anticipated dates of performance: 1) CLIN 0001, AI OSINT Software Support Services, Unit of Month, Number of Months: 12, Base Period: September 27, 2024 to September 26, 2025; 2) CLIN 0002, AI OSINT Software, Unit of Lot, Number of Units: 1, Base Period: September 27, 2024 to September 26, 2025; 3) 1001, AI OSINT Software Support Services, Unit of Months, Number of Months: 12, Option Period 1: September 27, 2025 to September 26, 2026; and 4) CLIN 1002, AI OSINT Software, Unit of Lot, Number of Units: 1, Option Period 1: September 27, 2025 to September 26, 2026.
