Amendment 0001 to SIR 6973GH-24-R-00106 is issued to re-open the SIR, extend the close date of the SIR, answer un-posted questions from industry that were received within the allowed question and answer SIR period and attach updated PWS.

The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for AgustaWestland AW-119 Initial and Recurrent Helicopter Pilot Training for Flight Standards Service Aviation Safety Inspectors and Aircraft Certification Test pilots employed by the Federal Aviation Administration (FAA). Award will be made to the Lowest-Priced Technically Acceptable (LPTA) offeror deemed responsible and whose proposal is responsive to the solicitation requirements. The FAA contemplates award of an Indefinite Delivery/Requirements type contract with 1-year base period with four (4), 1-year option periods.

All interested sources should first attempt to download the attached SIR and supporting document(s). If downloading is not possible, all request for copies of the SIR documents(s) must be made in writing to the attention of Gib Park, Contracting Specialist (AAQ-740), via e-mail at gilbert.n.park@faa.gov.

Any and all questions pertaining to this SIR should be submitted in writing to the contract specialist at, gilbert.n.park@faa.gov by 3:00 p.m. CST on May 7, 2024 to allow for adequate response time. No questions will be allowed after that date and time.

Technical and cost proposals must be received by the FAA no later than 5:00 P.M. CST, May 22, 2024. Proposals must be submitted electronically to gilbert.n.park@faa.gov, and addressed with the SIR Number 6973GH-24-R-00106. All submittals will need to allow sufficient time to process through security procedures in place at the Aeronautical Center.

In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 5:00 p.m. CST, May 22, 2024, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award.

The SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation.

Background

Work Details
The contractor shall perform the requirements listed in the Performance Work Statement (PWS) Section J - Attachment 2, including providing evidence of a training program, proof of ownership or lease of the aircraft and/or the flight simulation training device to be used in training, description of the availability of training aids and facilities, proposed ground and flight training hours, and proposed number of training days expected to complete all training and testing for each course proposed.

06/01/2024 to 05/31/2029

Place of Performance
AgustaWestland AW-119 Initial and Recurrent Helicopter Pilot Training will be conducted at a location other than where the training is located. The contractor shall furnish all necessary transportation to these locations. If air transportation is arranged by the contractor, such transportation shall consist of a confirmed reservation in 'coach' class as a minimum for each student.
