Fort Knox - AG Services Solicitaiton.

Questions are due at 1:00pm Eastern / Fort Knox Local time; on 12 September 2023.
Solication is due at 11:00am Eastern / Fort Knox Local time; on 13 October 2023 (See Amendment 0003).

The Contractor shall provide Military Personnel Division support services including Defense Eligibility Enrollment System/Real-time Automated Personnel Identification System (DEERS/RAPIDS), Transition Center, Retirement Services, and Soldier Readiness Processing support for Soldiers, Family Members, DoD Civilians, Contractors, and Retirees assigned to or supported by Fort Knox to the U.S. Army Garrison, Human Resources Directorate, Military Personnel Division on Fort Knox, KY. This includes all soldiers assigned to U.S. Army Cadet Command (USACC) and U.S. Army Recruiting Command (USAREC) that are geographically
dispersed. All services will be performed on Fort Knox, KY.

The SBA Office of Hearings and Appeals issued a final decision SBA No. NAICS-6237 on 15 August 2023 affirming NAICS code selection of 561110, Office Administrative Services. Final decision is attached.

Solictation Amendment 0002 updates the Question submission date to 12 September 2023, the proposal submission date to 3 October 2023, the period of performance for all CLINs, and incorporates the most recent SCA Wage Determination.

Solicitation Amendment 0003 provides answers to vendor submitted questions, adjusts periods of performance for all CLINs, updates the PWS, and extends proposal submission date to 13 October 2023. Vendors are reminded to submit signed copies of the original solicitation and all amendments with their proposals.

Clarification provided: The Phase-in Period is 30 days in length from 16 January 2024 to 14 February 2024. The description of CLIN 0001 and the PWS supercede the "Instructions to Offers" on page 8. Offerors shall propose for a 30-day phase-in period.

Amendment 0004 incorporates revision 20 of SCA Wage Determination 2015-4681 dated 26 December 2023 IAW FAR 22.404-5(c)(4). There is no change to any wage rates from revision 19 originally included in amendment 0002.

Background
The United States Army Garrison Fort Knox is issuing this solicitation for Military Personnel Division support services. The mission of the agency is to provide essential human resources support to Soldiers, Family Members, DoD Civilians, Contractors, and Retirees assigned to or supported by Fort Knox.

The goal of this contract is to ensure accurate and timely HR services that enhance the operational readiness and well-being of military personnel and their families.

Work Details
The Contractor shall provide comprehensive support services including:
- Defense Eligibility Enrollment System/Real-time Automated Personnel Identification System (DEERS/RAPIDS) services.
- Transition Center services for Soldiers and their families.
- Retirement Services Office support for military retirees.
- Soldier Readiness Processing support during deployment and redeployment phases.
- Ensuring data accuracy, timeliness, responsiveness, integration of HR functions, and anticipation of HR needs.
- Development and maintenance of a Quality Control Plan (QCP) to ensure compliance with performance standards outlined in the Performance Work Statement (PWS).
- Conducting required training for contractor personnel including Anti-Terrorism Level I Training, OPSEC Training, iWATCH Training, Information Assurance Training, and Personally Identifiable Information (PII) training.

Period of Performance
The contract will include a phase-in period lasting 30 days from January 16, 2024, to February 14, 2024. The overall period of performance spans multiple years with specific CLINs having defined performance periods extending from November 15, 2023, through November 28, 2027.

Place of Performance
All services will be performed on Fort Knox, KY.
