Aerial Photography Services for 2018 NRI Sites   6

Aerial photography for the National Resources Conservation Service (NRCS) National Resources Inventory (NRI) sites for 2018. General requirements are for 1:7,920 scale, 6 inch (153mm) camera focal length, 9"x9" format vertical, color-negative aerial film of approximately 70,762 sites located in the 48 contiguous states; 344 sites in Hawaii, and 473 sites in Puerto Rico/US Virgin Islands. The location of each site will be identified by latitude/longitude coordinates and ground elevation. Photo acquisition periods are established by state and geographic areas according to leaf-on or agricultural growing seasons and range from approximately March through September. This solicitation will result in: a minimum of two (2), and no more than six (6) firm-fixed price, single-year contract awards, with a Government preference for three (3) contract awards. Sites are awarded on a full-state basis only. This solicitation is partially set-aside for small business, (FAR 52-219-7): one (1) of these contract awards, comprising of a minimum of 5% of CONUS sites, is set-aside for small business. The small business industry size standard for the type of services covered by this procurement, under NAICS code 541922, is the average annual receipts of the concern and its affiliates for the preceding three (3) years not in excess of $7.5 million. Additional small business awards may be made as a result of the source selection. Solicitation/Request for Proposals (RFP) 12844718R00001 will be issued under FAR Part 15 on or about Wednesday, February 21, 2018, with proposals due Thursday, April 26, 2018. Funds are not presently available (FAR 52.232-18).
