Description

The objective of this effort is to provide independent technical and management Advisory and Assistance Services (A&AS) support in the areas of Geospatial Signatures and Global Exploitation activities at the specified government facility, contractor facilities as well as across the intelligence community. The contractor will provide independent, unbiased A&AS support to assist in various technical and management issues.

Blanket Purchase Agreement (BPA) award has already been made to the awardee contractor. Per Federal Acquisition Regulation, this is a mandatory posting of the Limited Sources Justification (LSJ) due to 47QFLA22A0001 Modification 0009, which raised the estimated value of the BPA.

Background
The contract is issued by the General Services Administration (GSA) Federal Acquisition Service. The objective of this effort is to provide independent technical and management Advisory and Assistance Services (A&AS) support in the areas of Geospatial Signatures and Global Exploitation activities across various government facilities and the intelligence community. The goal is to assist in various technical and management issues with unbiased support.

Work Details
The contractor will provide independent A&AS support, which includes:
- High-fidelity modeling and simulation of adversary capabilities to aid warfighting and acquisition communities.
- Technical subject matter expertise in modeling and simulation standards, applications, source data, end customer requirements development, software prototyping, artificial intelligence algorithm creation & implementation, and foreign material exploitation.
- Support for technical Intelligence Data (ID) program management office in solicitation, validation, and submission of production requirements.
- Integrated Command, Control, Computer and Communication (C4) analysis expertise.
- Computer-Aided Design (CAD) modeling expertise.
- Foreign language linguist support.
- Validation/verification of models and refinement of model production quality assurance (QA)/quality control (QC) processes.
- Research in data standards, policy establishment, processes, and procedures for timely access to information.
- Development of Center-wide Information Technology (IT) strategy, IT management processes, architecture requirements definition, and proxy product owner services.

Period of Performance
Base Year: 12 November 2022 – 11 November 2023; Option Year 1: 12 November 2023 – 11 November 2024; Option Year 2: 12 November 2024 – 11 November 2025; Option Year 3: 12 November 2025 – 11 November 2026; Option Year 4: 12 November 2026 – 11 November 2027.

Place of Performance
The contract will be performed at specified government facilities, contractor facilities, as well as across the intelligence community.
