The Advanced Framework for Simulation, Integration, and Modeling (AFSIM) is a government-owned, open-source, and community-informed military simulation framework primarily used by the U.S. Department of Defense (DoD) acquisition, operations analysis, and research and engineering communities. AFSIM provides these communities with an ever-expanding toolset to ease scenario and model creation, strengthen analytical conclusions, and enrich virtual wargaming experiences. AFSIM benefits from a passionate user community that contributes directly to its development and evolution. With broad representation from all branches of the U.S. military and affiliated U.S. Government (USG) agencies, industry, academia, and international partners, this community increasingly uses AFSIM to assess and compare emerging weapon system concepts, refine operational employment tactics, and ultimately inform research investment and acquisition decisions. The Aerospace Systems Directorate of the Air Force Research Laboratory (AFRL) at Wright-Patterson Air Force Base (AFRL/RQ) currently manages, develops, maintains, and freely distributes AFSIM to benefit the entire defense innovation base. AFSIM is available to all USG agencies and eligible DoD industry partners at Page 3 of 23 no cost. AFRL shares AFSIM with industry partners through an information transfer agreement, making it the ideal tool to support internal research and development activities. AFRL also shares AFSIM with other USG agencies through a memorandum of understanding. The purpose of FORGE is to mature and scale AFSIM as an enterprise capability while fostering a vibrant community of users, developers, and maintainers contributing to its evolution.

Background
The Advanced Framework for Simulation, Integration, and Modeling (AFSIM) is a government-owned, open-source military simulation framework primarily utilized by the U.S. Department of Defense (DoD). It serves the acquisition, operations analysis, and research and engineering communities by providing tools for scenario and model creation, enhancing analytical conclusions, and enriching virtual wargaming experiences.

The AFSIM framework is managed by the Aerospace Systems Directorate of the Air Force Research Laboratory (AFRL) at Wright-Patterson Air Force Base. The goal of this contract is to mature and scale AFSIM as an enterprise capability while fostering a vibrant community of users, developers, and maintainers contributing to its evolution.

Work Details
The contractor will be responsible for various tasks including:
1. Implementation of Disclosure of Information as per individual task orders.
2. Ensuring that key personnel meet minimum qualifications such as having an Engineering Degree for the Principal Investigator position.
3. Packaging all hardware deliverables according to established commercial practices with specific handling instructions for sensitive contents.
4. Compliance with security requirements including Operations Security (OPSEC) training for all personnel involved in the project within specified timeframes.
5. Reporting on inventions and patent rights as outlined in the contract, including using DD Form 882 for notifications related to inventions or subcontracts containing a Patent Rights clause.
6. Maintaining security protocols regarding access to U.S. Government facilities and information technology networks, ensuring that only U.S. citizens or approved foreign nationals have access.

The primary location for performance is Wright-Patterson Air Force Base.
