Advanced Contract Initiative (ACI) Emergency Temporary Roofing Repairs, CONUS Small Business   3

On or about 28 February 2020, the Government intends to issue a solicitation for the Advanced Contract Initiative (ACI) for Emergency Temporary Roof Repairs CONUS (Small Business). The solicitation will close on or about 30 March 2020.

The solicitation is restricted to small business participation only. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract from any DoD activity. Contractors may access the internet site at https://www.sam.gov/ to register and/or obtain information about the SAM program. Contractors must ensure that the applicable NAICS code is included in their proposal prior to submission of offer.

PROJECT DESCRIPTION:

The Advanced Contract Initiative (ACI) for Emergency Temporary Roof Repairs is the federal government's initial mechanism for responding to emergency roof repairs caused by hurricanes, tropical storms, and other natural disasters. The solicitation will be for award of four (4) $45,000,000.00 Single Award Task Order Contracts (SATOCs) for the installation of emergency temporary roofing in the Continental United States (CONUS).

States covered by these contracts will include: Alabama, Connecticut, Delaware, District of Columbia, Florida, Georgia, Louisiana, Maine, Maryland, Massachusetts, Mississippi, New Hampshire, New Jersey, New York, North Carolina, Pennsylvania, Rhode Island, South Carolina, Texas and Virginia. These states will be divided into two (2) regions. Each contractor awarded a SATOC under this solicitation will be designated a primary and alternate region to support but will have the capability to support the secondary region, if needed. The two regions are:

Region 1 Florida to Maine: Connecticut, Delaware, District of Columbia, Florida, Georgia, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, North Carolina, Pennsylvania, Rhode Island, South Carolina and Virginia.

Region 2 Texas to Alabama: Alabama, Louisiana, Mississippi and Texas.

The SATOCs awarded under this solicitation will be as follows: one (1) Small Business; one (1) Service Disabled Veteran Owned Small Business (SDVOSB); one (1) Historically Underutilized Business Zone (HUBZone) Small Business; and one (1) Woman Owned Small Business (WOSB).

These will be indefinite delivery type contracts awarded for a 7-year duration which includes a 5-year base period and a 2-year option period.
