August 7th, 2024 Update: This pre-solicitation synopsis is updated to classify this procurement as an anticipated SBA Certified Women-Owned Small Business (WOSB) Program Set-Aside (FAR 19.15).

This pre-solicitation synopsis is a follow-up from the Advanced Computer-Based Training Systems (ACTS II) Sources Sought issued on 11 April 2024. The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando, FL, intends to issue a solicitation for the procurement of training solutions to support the ACTS portfolio. The resultant contract is anticipated to be a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 5-year ordering period. Resultant Delivery Orders may be issued as either Cost Reimbursable, Firm Fixed Price, or a hybrid of both.

This procurement is anticipated to be competed as a 100% SBA Certified Women-Owned Small Business (WOSB) Program Set-Aside. Interested WOSB vendors must be registered as ACTIVE in the System for Award Management (SAM) website to be considered for award of any Department of Defense contract. The SAM website can be accessed at www.sam.gov.

A final solicitation along with all attachments necessary to prepare a proposal are anticipated to be available on SAM.gov on or about 4th quarter FY 2024, with a tentative closing date of 1st quarter FY 2025. It is the responsibility of the potential vendors to monitor SAM.gov for any information that may pertain to a future solicitation.

Background
The Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando, FL is issuing a solicitation for the procurement of training solutions to support the Advanced Computer-Based Training Systems (ACTS II) portfolio. The goal of this contract is to provide comprehensive training solutions that include design, software development, curriculum development, systems integration, test and evaluation, and life cycle support for training systems used by the Department of Defense (DoD).

This contract is anticipated to be a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 5-year ordering period.

Work Details
The contractor will be responsible for delivering various training solutions including:
1. **Multipurpose Reconfigurable Training System 3D® (MRTS 3D®)**: Deliverables include media, test and evaluation products, technical documentation, life cycle support products, workstation simulation products, and MRTS 3D software products.
2. **Virtual Interactive Shipboard Instructional Tour 3D™ (VISIT 3D™)**: Deliverables include media, test and evaluation products, technical documentation, and VISIT 3D software products utilizing Government Furnished Information (GFI).
3. **Curriculum Development**: This includes instructor-led training and self-paced computer-based instruction. The contractor will also conduct analyses to define training requirements and translate those into instructional designs capable of supporting job performance. Specific tasks include:
- Development of instructional performance requirements documents (IPRD), master task lists (MTL), course training task lists (CTTL), learning objectives (LOs), instructional media requirements documents (IMRD), military characteristics documents (MCD), business case analyses (BCA), courseware gap analyses/needs assessments, curriculum style guides, curriculum prototypes, training project plans (TPP), curriculum flow diagrams, lesson design strategy documents, script storyboards (SSBs), on-screen lessons (OSLs), lesson plans (LPs), trainee guides (TGs), instructor visual aids, test packages development, and training systems support documents.

Period of Performance
The resultant contract will have a period of performance spanning five years from the date of award.

Place of Performance
The primary place of performance will be at locations designated by the Naval Air Warfare Center Training Systems Division in Orlando, Florida.
