This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The Advanced Research Projects Agency for Health (ARPA-H) is providing the formal Request for Proposals (RFP) for the ADvanced Analysis for Precision Therapy (ADAPT) Contact Research Organization (CRO) Support Services Requirement. ARPA-H anticipates a single award contract resulting from this announcement.

Please review the solicitation thoroughly and in its entirety. All necessary information to submit a proposal is included in the RFP and its attachments.

Amendment 0001 provided on 03/28/2025.

Amendment 0002 provided on 04/07/2025. Amendment 0002 extends the proposal submission deadline to 1:00PM ET on April 18, 2025. This amendment does not include responses to the question period. Responses to the question period will be posted via amendment at a later date.

Background
The Advanced Research Projects Agency for Health (ARPA-H) is issuing a Request for Proposals (RFP) for the ADvanced Analysis for Precision Therapy (ADAPT) Contract Research Organization (CRO) Support Services Requirement.

The mission of ARPA-H is to revolutionize cancer treatment by developing adaptive strategies using biomarkers to improve patient survival. This contract aims to provide necessary support services for clinical trials focusing on breast, colon, and lung cancers.

Work Details
The Contractor will provide Contract Research Organization support services which include:
1. Technical & Administrative Labor: Management and research support services including systems, data, and tools for effective data management and biological assay testing.
2. Laboratory Testing Services: Conducting assays of biological specimens collected during clinical trials.
3. Travel Coordination: Obtaining necessary approvals for travel arrangements and reimbursement for allowable travel costs.
4. Optional Services: Clinical Trial Site Identification and Provision of Clinical and Molecular Data as outlined in the Performance Work Statement (PWS). The Contractor must also ensure compliance with quality assurance standards and timely reporting of assay data.

Period of Performance
The contract will be performed over a base period from July 1, 2025, to June 30, 2030, with options to extend annually through June 30, 2030.

Place of Performance
The work will be performed at off-site locations including the Contractor’s facilities.
