Description

This maintenance contract is crucially important to McConnell AFB being allowed to use fuel storage tanks. All of the USTs and all of the larger ASTs require a permit from the State of Kansas for us to be able to utilize the tank. UST's and AST's are to be inspected/maintained annually, at minimum, all actions require a person certified by the State of Kansas to perform them. McConnell AFB does not have anyone certified to do this; therefore, these activities must be contracted out in order to continue in permitted status of tanks. Losing the permits for the tanks, would cause McConnell to lose its ability to store fuel in that tank, which would adversely impact the mission.

Background
McConnell Air Force Base (AFB) requires a maintenance contract for the inspection and repair of above ground bulk fuel storage tanks (ASTs) and underground bulk fuel storage tanks (USTs). The USTs and ASTs require annual inspection and maintenance to maintain their permitted status, as mandated by the State of Kansas. McConnell AFB does not have certified personnel to perform these activities, and losing the permits for the tanks would adversely impact the mission by causing McConnell to lose its ability to store fuel in those tanks.

Work Details
The contractor is required to provide all management, tools, supplies, equipment, and labor necessary for the inspection and repair of six USTs and thirteen ASTs at McConnell AFB. The scope of work includes annual inspections, rainwater removal, service calls, repairs, and providing written documentation and reports concerning all inspections, maintenance, and repairs performed on all storage tanks. The contractor is also responsible for performing tightness tests, line leak detection, thorough inspection of fuel pumps as required by state and federal mandates, inspecting the ATG system to ensure all components are in working order, performing spill bucket leak tests, STP sump tests, dispenser sump tests as required by state and federal mandates. Additionally, the contractor shall respond to service calls within 72 hours unless coordinated with the Program Manager (PM).

Period of Performance
The period of performance for this contract is for a base year with options for three additional years.

Place of Performance
The construction projects will be performed at McConnell Air Force Base in Kansas.
