Background
The Department of the Air Force, specifically the Headquarters Air Force District of Washington, is planning to consolidate advisory and assistance support services under a single contract. The contract is expected to be competed full and open in OASIS Pool 1 and will consist of firm-fixed-price and Time and Material contract line items. The contractor is required to provide A&AS services to augment Department of the Air Force (DAF) and Secretary of the Air Force (SAF) staffs in support of their mission requirements. The contract contains 78 task areas covering various aspects such as military construction, facility sustainment, restoration, and modernization, congressional affairs, strategic communications, operational energy, environmental management, installation energy, installation planning and strategy, emergency management, cyber security, budget analysis, administrative assistance, climate resilience and strategy, and program management.

Work Details
The work under this contract involves conducting market research for the acquisition. The market research involved thorough analysis of potential impact that consolidating development and operations requirements into one contract would have on industry. It included participation in Industry Week sessions and one-on-one interviews with interested offerors. Additionally, four Requests for Information (RFI) were released to gather responses from potential contractors. The findings from the market research indicate that there is a history of large businesses being awarded contracts of similar magnitude in the last five years. The market intelligence suggests that individual vendors occupy low market share which should drive high competition and engagement in price-based competition. Alternative contracting approaches involving a lesser degree of consolidation are also discussed.

Period of Performance
The projected funding for the final option extends to 15 Sep 2024. However, multiple delivery orders with differing Periods of Performance (PoPs) are anticipated under this consolidated effort.
