Please see attached solicitation doc (N66001-17-R- 0128) and associated attachments. *********************************************************************** *THIS IS NOT A REQUEST FOR PROPOSALS* The Department of the Navy, Space and Naval Warfare Systems Center Pacific (SSC Pacific) intends to issue Request for Proposal (RFP) No. N66001-17-R-0128 to obtain technical and engineering support for the Enterprise Communications and Networks Division (Code 55300). The SSC Pacific Enterprise Communication and Networks Division, in response to initiatives promulgated by the Department of Defense (DoD) and other agencies, performs technology insertion, software/hardware and systems engineering, modeling and simulation, installation and testing, and integrated logistics in support of communications, information technology, and other Command, Control, Communications, Computers, and Intelligence (C4I) efforts. Technical support is needed in the areas Management, Engineering, Integrated Logistics, Interoperable Communications Technical Assistance, and Homeland Security Operational Experiments. A Draft Performance Work Statement (PWS) is attached to this synopsis. The proposed requirement will be solicited under full and open competition, with multiple awards anticipated, and one or more awards reserved for small business if one or more small business prime contractors are found to represent best value to the Government in terms of both technical capability and price/cost reasonableness. The SSC Pacific Small Business Office (SBO) concurred with the acquisition strategy decision on 25 March 2016. SSC Pacific intends on awarding multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Cost-Plus-Fixed-Fee (CPFF) type contracts. The prospective contracts will have a five year ordering period. The estimated level-of-effort for the total requirement is approximately 986,000 labor hours. The NAICS code for this procurement is 541330 with a size standard of $38.5 million.
