The Department of the Navy, Space and Naval Warfare Systems Center Pacific (SSC Pacific) intends to issue Request for Proposal (RFP) No. N66001-15-R- 0048 to obtain Communications Division technical and engineering support. The SSC Pacific Communications Division (Code 552), in response to initiatives promulgated by the Department of Defense (DoD) and other agencies, performs engineering services (including Research and Development) for the design, procurement, fabrication, configuration, installation, integration, logistics, life-cycle support maintenance functions, and evaluations of communication technology on multiple systems for various Program Offices. Technical support is needed in the areas of project management, engineering, test and evaluation, integrated logistics, facilities, implementation and integration, on-site technical troubleshooting and installation, and security. A Draft Performance Work Statement is attached to this synopsis. The proposed requirement will be solicited under full and open competition, with multiple awards anticipated, and one or more awards reserved for small business if one or more small business prime contractors are found to represent best value to the Government in terms of both technical capability and price/cost reasonableness. The SSC Pacific Small Business Office (SBO) concurred with the acquisition strategy decision on 24 March 2014. SSC Pacific intends on awarding multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Cost-Plus-Fixed-Fee (CPFF) type contracts. The prospective contracts will have a three year base period with a two-year option period. The estimated level-of-effort for the total requirement is 483,000 labor hours. The NAICS code for this procurement is 541330 with a size standard of $35.5 million.
