Shoreline Holding Capacity Modeling Study   3

Background
The Bureau of Safety and Environmental Enforcement (BSEE) is seeking shoreline model study services. BSEE, an agency of the U.S. Department of the Interior, is responsible for promoting safety, protecting the environment, and conserving resources offshore through regulatory oversight and enforcement of oil and gas operations on the Outer Continental Shelf (OCS). The project is a follow-on to a 2007 study conducted by the predecessor agency MMS.

Work Details
The project aims to update the existing research on spilled oil interactions with sediments on beaches, review shoreline oil retention models, and identify knowledge gaps related to shoreline oil holding modeling and associated algorithms. It involves collecting and evaluating updated information on shoreline holding capacities and models to enhance regulatory and response capabilities. The deliverables include comprehensive reports on shoreline oil holding capacity literature and models from 2007 to present, as well as recommendations for holding-capacity algorithms.

Period of Performance
The period of performance for this requirement is February 19, 2024, through February 18, 2025.

Place of Performance
The contract will be performed at the Bureau of Safety and Environmental Enforcement (BSEE) Acquisition Management Division, located at 45600 Woodland Road, Sterling, VA 20166.
