The Department of the Navy, Space and Naval Warfare Systems Center Pacific (SSC Pacific) intends to issue Request for Proposal (RFP) No. N66001-15-R-0037, to obtain engineering and support services for network and information systems technology programs. The SSC Pacific Networks Division (Code 55100), plans, establishes, and manages network and information systems for Programs of Record (PoR) and projects in support of Department of Defense (DoD) requirements, as well as associated composite programs. Technical support is needed in the areas of program and project management support, systems engineering, capabilities, requirements and assessments, technology development, architecture research and design, modeling and simulation, engineering and manufacturing development, developmental and operational testing and evaluation, installation, operational support to platforms and facilities, network system maintenance and timing, process improvement planning, and software development. A Draft Performance Work Statement is attached to this synopsis. The proposed requirement will be solicited under unrestricted, full and open competition. The SSC Pacific Small Business Office (SBO) concurred with the acquisition strategy decision on 01 August 2014. SSC Pacific intends on awarding multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Cost-Plus-Fixed-Fee (CPFF) type contracts. The prospective contracts will have a three year base period and two one-year option periods. The estimated level- of-effort for the total requirement is 456,500 labor hours. The NAICS code for this procurement is 541330 with a size standard of $38.5 million.
