A&E CONSULTING SERVICES FOR BUILDING ENVELOPE AND ROOF DESIGN IN SUPPORT OF THE FACILITY MANAGEMENT DIVISION

Q: We would like to make a query in regards to one of the prequalification requirements for this specific solicitation. Specifically, "All submissions shall be sealed and signed by a licensed professional; and specific to waterproofing by a registered roof/exterior wall consultant [rci-online.org]."
In the past, GSA NCR and other Federal Agencies initially indicated RCI-certified consultants needed to seal roofing drawings, but these requirements were typically waived if the design services were provided by/stamped by licensed professional engineers and/or architects who specialize in roofing, waterproofing, and exterior wall designs. The educational and experience qualifications of these professionals is generally much higher than RCI-certified consultants, who typically have little formal design training.

Thus, can the RCI-certification be waived on this Contract, provided the work is sealed by a licensed professional engineer and/or architect who specializes in roofing , waterproofing and exterior wall design?

A: We are in absolute agreement with the A&E. All documents produced by the A&E shall bear a seal from a Registered Architect or Professional Engineer from their State of licensure. Registered Roof Consultant seals are not acceptable.
