Description

DESCRIPTION: Installation of AC unit at Bahokas Peak Site to cool down sensitve equipment. Exact requirements listed below:

  1. Furnish and install 2 each, 3-ton single zone, cooling only split AC units. Indoor unit shall be wall-mounted, powered from outdoor unit. Refrigerant type shall be R410A. Mfg/model shall be Daikin NV series or approved equal.
  2. Furnish and install pad and anchors for outdoor units.
  3. Provide wall openings for refrigerant lines and drain penetrations. Caulk seal watertight. Provide refrigerant lines between indoor and outdoor units. Route condensate drain line from indoor units to the outside, and terminate to daylight at 6 inches above grade.
  4. Furnish and install circuit breakers (2x 20A, 208V, 1ph field verify) to replace existing breakers and provide power to new AC units. Disconnect power from existing AC units and tag units OOC, abandoned in-place . Remove R22 refrigerant from both existing AC units and dispose in accordance with regulatory requirements.
  5. For space temperature controls, set one indoor unit setpoint to 75 degrees F for normal space temperature control. Set the 2nd indoor unit to 80 degrees F for standby and runs automatically in the event of a load spike in the space.

This notice is a combined synopsis/solicitation for a commercial products and commercial services in accordance with Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes a public solicitation. Please read this entire notice, the instructions herein, and the attachment documents carefully. This acquisition is on a Small Business Set-Aside only.

HOW TO RESPOND: To compete for this project, interested parties must be registered in SAM (System for Award Management) prior to close of this solicitation. https://www.sam.gov/portal/public/SAM/. The vendors SAM registration must be in an ACTIVE status prior to award. Vendors must ensure that the above listed NAICS codes are listed on their SAM registration to perform this type of service.

COST PROPOSALS: The contract will be awarded using simplified acquisition procedures in accordance with FAR part 13 and part 15 provide Firm Fixed-Price broken out by labor hours, labor category, materials, and other direct costs . Offerors must submit the proposal to Elizabeth Meister at elizabeth.a.meister@uscg.mil.

EVALUATION CRITERIA: The government will award a contract resulting from this request for quote (RFQ) to the responsible offeror whose offer conforming to the RFQ is the Lowest price Technically Acceptable (LPTA) quote. The lowest priced quote will be evaluated on technical acceptability, if it is found to be acceptable, an award will be made. If it is found to be unacceptable, the next lowest price will be evaluated. This process will continue until a technically acceptable offer is identified.

Background
The U.S. Coast Guard is seeking a contractor to provide all necessary personnel, equipment, transportation, tools, materials, supervision, and other items and services for the installation of an air conditioning unit at the Bahokas Peak Site.

The goal of this contract is to cool down sensitive equipment effectively.

Work Details
The contractor shall furnish and install the following:
1. 2 each, 3-ton single zone, cooling only split AC units. The indoor unit must be wall-mounted and powered from the outdoor unit. The refrigerant type must be R410A. Manufacturer/model shall be Daikin NV series or an approved equal.

2. A pad and anchors for outdoor units.

3. Wall openings for refrigerant lines and drain penetrations must be provided and caulk sealed watertight. Refrigerant lines between indoor and outdoor units must be installed, along with a condensate drain line routed from indoor units to the outside, terminating at daylight 6 inches above grade.

4. Circuit breakers (2x 20A, 208V, 1ph – field verify) must be furnished and installed to replace existing breakers providing power to new AC units. Existing AC units must be disconnected from power and tagged as 'OOC, abandoned in-place'. R22 refrigerant from both existing AC units must be removed and disposed of according to regulatory requirements.

5. For space temperature controls: set one indoor unit setpoint to 75 degrees F for normal operation; set the second indoor unit to 80 degrees F for standby operation that activates automatically during load spikes.

Period of Performance
The contractor shall commence work within 15 days of acceptance and is expected to complete the entire project within 60 working days from the scheduled assessment after contract award.
