Background
The Department of the Navy, Naval Facilities Engineering Systems Command, Hawaii, has issued a Request for Proposal (RFP) N62478-24-R-4053 for an $8B UNRESTRICTED DESIGN-BUILD (DB)/DESIGN-BID-BUILD (DBB) INDEFINITE DELIVERY INDEFINITE QUANTITY (IDIQ) MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC) at various locations in the State of Hawaii and Wake Island. The procurement is UNRESTRICTED with a North American Industry Classification (NAICS) Code of 236220 – Commercial and Institutional Building Construction. The RFP requires technical and price proposals and intends to award multiple IDIQ contracts, approximately eight contracts as a result of this solicitation.

Work Details
The contract is an indefinite delivery indefinite quantity (IDIQ), multiple award construction contract with no pre-established fixed contract prices for a period of five years, with a total maximum dollar value of $8 Billion for all contracts over the life of all contracts. The actual amount of work to be performed and the time of such performance will be determined by the contracting officer or his/her properly authorized representative, who will issue written task orders to MACC awardees. Award of task orders will be on a firm-fixed price (FFP) basis. The RFP also includes an option period for three years with similar terms. The solicitation requires electronic proposal submissions and includes detailed instructions on the submission process for both Phase 1 and Phase 2 proposals.

Period of Performance
The base period and option period 1 performance periods are to be determined by the contracting officer upon issuance of task orders.
