STATEMENT OF WORK Purpose The contractor shall provide a turnkey solution to the Greater Los Angeles VA Medical Center TeleSitter OR EQUAL Patient Monitoring Solution that includes but is not limited to installing commercial off the shelf remote patient observation systems that conform to the requirements of this SOW. The contractor shall provide equipment (products), project management and other professional services, and appliable clinical and technical training required to implement the Telesitter OR EQUAL solution at Facility. In addition, the contractor will provide help desk support, analytic reporting consultation, and warranty services for l year post go-live. Vendor Responsibilities The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. Contractor shall source, deliver, assemble, and install the full TeleSitter OR EQUAL solution meeting the specifications outlined below in the salient characteristics and specified in this SOW. Background This procurement is intended to offer a safe, cost-effective observation, communication, and analytic solution to the care companion needs throughout West Los Angeles VA Health Care System Facility. The desired outcome is to procure technology solution made by AvaSure, called TeleSitter OR EQUAL - Virtual Patient Monitoring System. This acquisition effort seeks to improve patient safety and facilitate patient care by centralizing monitoring of patients requiring continuous observation. Performance Period This is a onetime purchase, not requiring a software subscription Delivery and installation should be completed within hundred eighty (180) days from after receipt of order (ARO). Place of Performance All vendor deliveries shall be to West Los Angeles VA Healthcare Facility. Hours of Operation Warehouse deliveries are accepted between 8am and 3:30pm, Monday through Friday, excluding holidays. Hospital normal hours of operation are between 7am and 4:30pm, Monday through Friday, excluding holidays. The specifications outlined in the salient characteristics below are requirements for the TeleSitter OR EQUAL - Patient Monitoring Salient Characteristics Guardian Hardware OR EQUAL Mobile 2-way Wireless FIPS Units OR EQUAL (Quantity: 25 each) Client Workstation Hardware including video displays, USB headsets, and other audio-video accessories required to operator the AvaSure Tele-Sitter OR EQUAL solution. Video displays shall be a minimum of 40 inches (minimum 1920x1080 pixel native resolution), and have video inputs (HDMI, DisplayPort, and/or DVI) that are compatible with a VA-provided computer. Offeror shall provide a submission which includes the hardware specifications of the minimum 40 inch video display offered. (Quantity: 3 each) Server(s) and other data storage hardware shall be VA-provided. Offeror shall provide a submission which includes the hardware specifications for the server(s) required to su:pport the Tele-Sitter solution proposed. Spare Part Kits (Quantity: 2 each) comprised of: pairs of headphone earpieces (minimum 5 each), minimum microfiber cleaning clothes (minimum 5 each), disposable ear covers for headsets (minimum 100 each), headset (minimum 1 each), USB headset adapter (minimum 1 each), 10 ft. (+/- 3 feet) cord (minimum 1 each). AvaSure Tele-sitter OR EQUAL software licenses with Year-1 subscriptions required for 25 Guardian Mobile OR EQUAL 2-way FIPS OR EQUAL and 3 monitoring stations, plus other software required for the server(s) . At minimum, the software shall include the following capabilities: Remote and warranty support Software must include capability of Online Reporting of Nursing Analytics (ORNA) reporting tool. Clinical program materials and eLearning modules. Any software updates that become available during the Year 1 Subscription (and/or warranty period). Vendor-provided training for technical services and support (i.e., Biomed Training) for a minimum of 1 session to train staff. Vendor-provided training for clinical users including support for facility policy and procedure planning, user tips and best practices, and on-site Go Live support for at least 1 session to train staff Guardian Mobile OR EQUAL 2-way devices (Quantity: 25 each) shall be configured with wireless network components that are certified FIPS-140-2 security encryption (FIPS - Federal Information Processing Standards). This is a VA cyber security requirement. The Tele-Sitter OR EQUAL software must be approved by the VA Technical Refence Manual (TRM). This is a requirement for the software to be installed on a VA OIT-provided (baselined) computer. Software must enable clinical users and system administrators to run reports and comparisons; performance metrics (reports) shall include utilization, alarm rates, monitor staff interventions, effectiveness of monitor staff interventions, and bedside staff responsiveness. Provide 2-way live video from patient room for 24/7 continuous telehealth: Live video allows remote monitor staff (i.e., monitor techs) to evaluate the situation in the patient room in real time and immediately intervene to prevent patient harm, protect staff from violent patients or visitors, and to leverage clinical efficiencies resulting in more nursing resources for hands on patient care. The camera shall be capable of 360-degree pan, 180-degree tilt and minimum 24x optical zoom. The 360-degree pan-tilt-zoom camera must capture and visualize the entire room so that if the monitoring technicians see a change in the patient condition, the staff can adjust the camera with a single click of the mouse. The camera must have a resolution changeable to minimum 1920 x1080 pixels, 320 (+/- 50) x 180 (+/- 50) pixels, and 1280 (+/- 50) x 720 (+/- 50) pixels. The camera must be capable of functioning in low light conditions. The technology shall be Infrared light (IR) for low light viewing conditions. IR functions on the camera shall automatically turn on/off, plus include the following specifications: Range of minimum 20 feet, LED Beam Width of 60 (+/- 5) degrees angle, 940nm (+/- 50 nm) wavelength, and switching frequency 480kHz (+/- 50 kHz). Pre-recorded announcements must include minimum of 10 pre-recorded messages can be used to communicate with patients in minimum of 30 different languages and in feminine or masculine tones for effectiveness in communicating with patient. Advanced privacy mode features which include an audio and visual privacy modes that provide privacy to the patient room when caregiver is speaking confidentially with a patient while still allowing the observer to monitor the patient s safety. Privacy light indicator notifies caregiver and patient in the room. Must have timer that can be used as a reminder for monitor staff to turn off the privacy modes or to continue for more time. Easy-to-use software for clinical staff monitoring remotely, via the Client Workstation(s); via the mouse, through which users can control the camera, audio, and privacy modes of the system. Real-time intervention log which captures/timestamps monitor staff interventions using audio, verbal alert, and Stat Alarm which is activated by the monitor staff and loud audio alarm in the room. Allows monitor staff to track near misses. Enhances program metric collection to provide predictive analytics. Adverse Event Reporting which captures/timestamps monitor staff interventions using audio, verbal alert and Stat Alarm.
