Proof Automation Testing Licenses

Background
The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the Information Technology and Applications Center (ITAC) intends to negotiate and award a purchase order without providing for full and open competition (including brand-name) to Subject7, Inc. The intended procurement is conducted under the authority of 41 U.S.C. 253(c) under provisions of the statutory authority of FAR Subpart 6.302-1 –Only one responsible source and no other supplies or services will satisfy agency requirements 41 U.S.C. 253(c)(1).

Work Details
The purpose of this acquisition is to provide the Information Technology and Applications Center (ITAC), within the National Heart, Lung, and Blood Institute (NHLBI), with additional software licenses and the continued use of the specialized software being used to comply with recently established security requirements for custom applications and web browsers to be tested before they are upgraded, patched, or modified. The contractor shall provide maintenance for 29 Subject 7 automation users for twelve months and subscription for 13 load testing licenses that support up to 100 virtual users and subscription for 1 load testing license to support 1,500 virtual users with the option of getting up to 7,500 virtual users twice per year within the performance period.

Period of Performance
The anticipated period of performance for this fixed price purchase order is twelve (12) months.
