70T02018R9NOIA073 Universal Enrollment Services (UES) RFP

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The Transportation Security Administration (TSA) invites full and open competition to provide TSA with standardized in-person enrollment services, while considering innovative solutions/capabilities to ensure quality enrollment processes in accordance with the RFP and Statements of Work (SOWs) provided in the two WinZip files attached to this posting. TSA plans an IDIQ award for a period of 10 years and task order.

Questions regarding this RFP shall be submitted to UES2017@tsa.dhs.gov using Attachment #44 - RFP Questions Template. Such questions are due to the contracting office not later than 19 March 2018 by 11:00 AM EST. Questions submitted in any other format or outside of UES2017@tsa.dhs.gov will not be accepted. Additional direction regarding questions submissions are detailed in Section L of the RFP.

Offerors are requested to submit one electronic of their proposal package, with the complete contents, including all required dates and signatures. Emailed submissions must be submitted to UES2017@tsa.dhs.gov no later than 19 April 2018 by 1:00 PM EST. PLEASE NOTE your subject line must read "RFP- 70T02018R9NOIA073 proposal from (INSERT COMPANY NAME)." Emailed submissions for the RFP-70T02018R9NOIA073 must be in separate attachments and clearly indicate which volume coincides with which attachment. The Government reserves the right to disregard any additional attachments without notification to the Offeror.
