Important reminder for vendors planning to submit a proposal, the eight (8) PRDs needed for testing are required to be at the Pacific Northwest National Laboratory (PNNL) on or before 18 Aug 2020 (the date the proposals are due). To facilitate shipping of the PRDs to PNNL offerors were to contact the PNNL point of contact identified in the RFP 15 days prior to the proposal due date to coordinate the shipment and provide PNNL advance notification and information required for their receipt of your equipment. If you plan to submit a proposal, and have not already done so, please contact the PNNL point of contact immediately.
Vendors whom have already submitted the Bailment Agreement to PNNL before the proposal due date was extended to 18 Aug 2020 are not required to resubmit the form.
When submitting proposals to the Contract Specialist, Marcus Datcher at marcus.datcher@hq.dhs.gov and the Contracting Officer, Annemarie Spence at annemarie.spence@hq.dhs.gov, please ensure that all files are accessible within the email. It is permissible to submit large files in separate emails and the Contract Specialist will consolidate files upon receipt.

The purpose of amendment P00001 to Request for Proposal (RFP) number 70RWMD20R00000003 is to issue a response to questions from industry, provide a revised version of Section 2.4.2 - Training and Section 9.1 - Proposal Submission of the RFP, and revise the due date for the eight (8) PRD units in accordance with Attachment 4 - Bailment Agreement to Tuesday, August 18, 2020.
The RFP due date has been extended to Tuesday, August 18, 2020 at 5:00 PM Eastern Time (ET).

The Department of Homeland Security (DHS), Countering Weapons of Mass Destruction (CWMD), Office of Procurement Operations (OPO), is issuing a DRAFT Request for Proposal (RFP) #70RWMD20R00000003 to establish a minimum of three (3) and a maximum of five (5) Multiple Award Firm Fixed Priced Indefinite Delivery, Indefinie-Quantity (IDIQ) contracts for Securing the Cities (STC) Personal Radiation Detectors (PRDs) and requisite training and accesories in accordance with the attached Statement of Work (SOW).
The government anticipates awarding Multiple-Award IDIQ contracts to a minimum of three (3) and maximum of five (5) awardees through full and open competition. The Task Order will have one 5-year ordering period. Interested vendors are encouraged to provide feedback and comments in response to this draft RFQ, comments shall be submitted using the Comment Template (Attachment 5). Comments shall be received by 10:00 AM Eastern Time (ET) on April 28, 2020 and sent to the Contract Specialist, Marcus Datcher at Marcus.Datcher@hq.dhs.gov and the Contracting Officer, Annemarie Spence at Annemarie.Spence@hq.dhs.gov.
