MARKET SURVEY FOR COMMERCIAL DEVELOPMENT OF AN INFORMATION TECHNOLOGY SERVICE MANAGEMENT (ITSM) SYSTEM. THE ITSM ENVIRONMENT WILL BE USED TO MANAGE PORTFOLIO, PROGRAM, AND PROJECT DATA ASSOCIATED WITH FEDERAL AVIATION ADMINISTRATION SUPPORTED PROGRAMS.

This is a market survey for commercial information technology support for the development of a ITSM data management system. The ITSM will support project planning and tracking, service management task, and automated workflows. The ITSM will be developed based on Atlassian products which are detailed in the attached draft requirements document.

The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor's expense.

At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran- owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program.

The purpose of this market survey is to solicit statements of interest, capabilities, and rough orders of magnitude (cost estimates) from businesses interested in and capable of providing the required services per the requirements document. Respondents to this market survey are encouraged to provide comments regarding the government's approach to this requirement.

This market survey is also being conducted to obtain the information necessary to determine whether adequate competition exists to set-aside the potential acquisition among small businesses, service- disabled veteran-owned small businesses or 8(a) certified firms.

The North American Industry Classification System (NAICS) codes and size standards for this effort: NAICS 541512, Computer Systems Design Services.

Interested firms are required to submit a copy of their SBA 8(a) certification letter, if applicable.

The FAA requires interested vendors to address the requirements in the attached draft requirements document. This document is provided for feedback and comments.

Each vendor should include the following information along with their submission:

  1. Capability Statement - This document should identify:
  • History of providing ITSM development and management services to Government entities.
  • Relevant previous contracts and awards for ITSM or related data storage and management environments. (Elaborate: on quantities dollar amounts and provide detailed information and past performance)
  • Provide information on pertinent current government support activities, for ATLASSIAN product-based solution implementation.
  • Number of years in business

2. Clearly state whether you can provide all services listed in the draft requirements document.

3. Expected programmatic approach (in-house, teaming, subcontracting, etc.) - Respondents must provide their strategy for accomplishing this work and providing all requested services within stated parameters. This should include the percentage of work that will be done by eligible small, service- disabled veteran- owned and 8(a) certified businesses.

Background
The Federal Aviation Administration (FAA) is conducting a market survey for the commercial development of an Information Technology Service Management (ITSM) system. The ITSM environment will be used to manage portfolio, program, and project data associated with FAA-supported programs. The FAA has identified the need to establish an ITSM system to support project planning and tracking, service management tasks, and automated workflows. The ITSM will be developed based on Atlassian products which are detailed in the attached draft requirements document.

Work Details
The scope of work includes evaluating and selecting not fewer than 3 FAA-supported programs for consecutive pilot implementation, such as Customs & Border Protection (CBP) Integrated Surveillance Towers (IST) Projects, CBP IST Sustainment, Cab Glass Maintenance Repair and Overhaul (MRO), and Infrastructure Construction and Overhaul. The contractor will provide Atlassian Platinum Preferred subject matter experts for this effort. Additionally, the contractor will conduct a needs assessment to ensure a holistic understanding of the customer's goals, business model, user groups, existing workflow processes, deliverables, and reporting methods, tools, and systems of record.

The contractor will also provide installation of selected Atlassian and third-party applications into either Fed-RAMP authorized hosting environment or existing customer-owned data center environment. Furthermore, the contractor will provide a library of pre-existing modular solution configurations (blueprints) to simplify and expedite implementation of prioritized programs, workflows, automation, and tasks into an Atlassian environment.
