LEU Enrichment Acquisition RFP   8

Background
The Department of Energy (DOE) is seeking to expand domestic commercial low enriched uranium (LEU) enrichment capabilities to promote diversity in the LEU market and provide a reliable supply of commercial nuclear fuel critical to U.S. clean energy and energy security goals. The purpose of this acquisition is to ensure that, in the event of a supply disruption in the nuclear fuel market, a commercial domestic capacity is available. The current U.S. nuclear reactor fleet supplies almost half of the U.S.’s clean energy.

Some LEU is currently being produced by the U.S. private sector to support these commercial reactors, but a significant quantity of this enriched product comes from foreign sources.

Work Details
The Contractor shall furnish all personnel, facilities, equipment, materials, supplies and services set forth in this contract and any Delivery/Task Order furnished by the Contracting Officer (CO) and otherwise do all things necessary for, or incidental to, the performance of DO/TOs issued under this contract to accomplish the objectives and requirements of Section C, Performance Work Statement (PWS).

The IDIQ contract period of performance consists of one period of ten years. DO/TOs may include option periods. The objectives include increasing domestic production capabilities for LEU, including through acquisition of LEU UF6 and storage at the contractor’s NRC licensed facility.

Period of Performance
The IDIQ contract period of performance consists of one period of ten years.

Place of Performance
Enrichment and storage must occur in the continental United States.
