The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to award a firm-fixed priced bridge contract (VA NAC FSS Order) to Beckman Coulter, Inc. for the procurement of an integrated chemistry Cost-Per-Reportable Result (CPRR) program consisting of the following items and services:

0001: Equipment Rental and Maintenance Services, (Costs of Services may be Included in the Reagents in the CPRR Program), for the Central Texas Veterans Health Care System; two (2) AU5822, two ( 2) DXI800, and Automation Line at the Temple facilities, and one (1) AU700, 1 DXI600 Austin at the Austin facilities. Unit of Issue: MO, Qty 9.

0002: CPRR Testing: The CPRR program will consist of 103 different chemistry and immunochemistry tests. The CPRR tests include providing all required reagents, controls, and consumable supplies, estimated Quantities.

Locations: Central Texas Veterans Health Care System, Olin Teague Medical Center, 1901 Veteran Memorial Dr., Temple, TX 76504-7451; Austin Outpatient Clinic, 7901 Metropolis Dr., Austin, TX 78744-3111.

Anticipated Period of Performance: 15 January 2025 through 14 October 2025 The proposed sole source procurement will be made by a pricing agreement with Beckman Coulter, Inc. The requesting activity has submitted a sole source justification request stating that additional time is required to implement and validate the new equipment analyzers (36C25723Q1104 36C25724A0003). The bridge contract is needed with the incumbent contractor Beckman Coulter, Inc. for BPA 36C25719A0012, which expired on 14 January 2024, and for Order 36C25724N0177, which expires on 14 January 2025. This notice is not to be considered a request for quotations or proposals. No contract will be awarded based on offers received in response to this notice; however, all responsible sources may submit a capability statement, proposal, or quotation, which the agency shall consider. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 7 days from the publication of this notice, a contract or order will be issued to Beckman Coulter, Inc. without any further notice. In accordance with FAR 8.405-6(3)(i)(B), the Limited-Sources Justification will be posted on the GSA e-Buy RFQ. The anticipated statutory authority permitting other than full and open competition for the requirement is 41 U.S.C. 152(3), as implemented by FAR 8.405-6, Limiting Sources.

Background
The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to award a firm-fixed priced bridge contract to Beckman Coulter, Inc. for the procurement of an integrated chemistry Cost-Per-Reportable Result (CPRR) program. This contract is necessary due to the need for additional time to implement and validate new equipment analyzers. The incumbent contractor, Beckman Coulter, Inc., has been providing services under a previous BPA which expired on 14 January 2024.

Work Details
The CPRR program consists of the following items and services:

0001: Equipment Rental and Maintenance Services for the Central Texas Veterans Health Care System (Temple, Austin, and Waco, TX). The equipment includes:
- 2 AU5822 units
- 2 DXI800 units
- Automation Line at Temple
- 1 AU700 unit and 1 DXI600 unit at Austin
- 1 AU700 unit and 1 DXI600 unit at Waco
