This is a notice of intent to solicit from a single source.
The Department of the Interior s Office of Surface Mining Reclamation and Enforcement (OSMRE) intends to award a sole source purchase order with In-Situ for two (2) Aqua TROLL 700 Water Quality Sonde Instruments.
Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1) utilizing the provisions, clauses and procedures prescribed in FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures.
The Aqua TROLL 700 Water Quality Sonde is a portable, intelligent water quality instrument built to measure and store water level (pressure), temperature, barometric pressure, and water quality data for many applications under many environmental conditions. The instruments outside diameter (OD) allows the instrument to conform to a 2-in./5.08 cm diameter (or larger) well. The Aqua TROLL 700 is recommended for short-term and long-term water quality monitoring in fresh and marine environments including but not limited to spot checking; vertical profiling; horizontal transect; groundwater and surface water quality sampling and long-term monitoring; source/drinking/wastewater monitoring; stormwater management; and other environmental applications in normal and extreme environmental conditions. The inert PC housing and titanium sensing materials allow it to be used in various environments from fresh water to saltwater. The instrument s LCD screen provides clear, instant visual indicators of overall readiness, sensor status, power voltage, and connectivity. It is easily programmed through the VuSitu Mobile Application available for Android devices (Android 4.4, requires Bluetooth 2.0) or Win-Situ 5 for Windows . Users can email data from an Android device via the VuSitu Mobile App; log data to a smartphone; or download data directly to a computer via smartphone connection; tag sites with GPS coordinates; and keep track of sites with photos and descriptions. Calibrations are simplified through auto-detection of calibration solutions and auto-stabilization. Live readings can be taken when used with a Wireless TROLL com, RuggedCable System and VuSitu Mobile Application. The instrument can be deployed using In-Situ s RuggedCable System, and with In-Situ s Tube/Cube Telemetry Systems and HydroVu Data Services for real-time data access. The Aqua Troll Water Quality Sonde was identified as the optimal instrument available for these SMCRA applications and compatible with OSMRE s existing instruments and software. Extensive market research determined that In-Situ is the only vendor that can provide this specific water quality sonde that will meet OSMRE s unique needs.
The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, interested responsible parties may respond to this notice by submitting a capability statement by the closing date of this announcement. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government s acquisition strategy. No solicitation will be issued.

Barometric Sensor
Barometric Sensor shall use silicon strain gauge methodology

Optical Dissolved Oxygen (RDO ) Sensor Smart Sensor
The optical RDO Sensor shall comply with EPA-approved In-Situ Methods: 1002-8-2009, 1003-8-2009, and 1004-8-2009.
The Optical Dissolved Oxygen (DO) Sensor on the probe must meet accuracy requirements of:
0.1 mg/L from 0 to 8 mg/L
0.2 mg/L from 8 to 20 mg/L
10% of reading from 20 to 50 mg/L
DO must be compensated for temperature and barometric pressure (with vented cable option) in real time. DO, may, at user option, utilize a static barometric value and programmed as such via included software. Both options must be available to users with the instrument quoted.
Automatic compensation of DO readings for salinity must be available from the water quality instrument s conductivity sensor.
Automatic compensation for temperature must be available from probe s temperature sensor.
Automatic barometric pressure compensation of DO and level readings must be available through the barometric pressure sensor in the water quality instrument, vented units only.
Optical Dissolved Oxygen sensor must utilize frequency domain / lifetime-based measurement methodology.
Optical Dissolved Oxygen sensor must NOT require sample flow (movement) or stirring/pulsing requirement for accurate measurements.
Optical Dissolved Oxygen Sensor must NOT consume oxygen, thus assuring accurate sample measurement in any/all water flow conditions and without the use of a pulsing technology or stirring/circulator device.
Optical Dissolved Oxygen Sensor must NOT utilize membranes (as with Clark-cell/polarographic DO sensors) and should NOT require routine calibration maintenance for up to six months or more under typical use conditions.
Optical Dissolved Oxygen Sensor must NOT require an initial hydration period prior to calibration or instrument deployment.
Optical Dissolved Oxygen Sensor must NOT require storage in water or storage in a sealed container with water saturated air (such as a sealed storage cup) in order to retain calibration accuracy.
Conductivity Sensor Smart Sensor
Conductivity sensors shall comply with Standard Methods 2510/2520A and EPA 120.1.
The conductivity sensor on the probe must have a range of 0-350,000 S/cm
The conductivity sensor on the probe must meet accuracy requirements of: 0.5% of reading plus 1 S/cm from 100,000 S/cm; 1.0% of reading from 100,000 to 200,000 S/cm
Conductivity sensors must be of a graphite four electrode design (two drive and two sensing electrodes)
The conductivity sensor must report measurements as: actual conductivity, specific conductivity, salinity, total dissolved solids (TDS), resistivity, and density
Conductivity sensors must include a thermistor for temperature measurement

Level/Depth/Pressure Sensor
The level/depth/pressure sensor shall use piezoresistive ceramic methodology.
The level/depth/pressure sensor shall be available for use with both absolute (non-vented) or gauged (vented) RuggedCable Systems.
The sensor accuracy shall be 0.1% full scale from 0 C to 50 C.
The following absolute (non-vented) and gauged (vented) pressure ranges shall be available:

pH sensor shall comply with Standard Methods 4500-H+ and EPA 150.2.
ORP sensor shall comply with Standard Methods 2580.
The oxidation reduction potential (ORP) sensor on the probe must meet accuracy requirements of: 5.0 mV
The pH sensor on the probe must meet accuracy requirements of: 0.1 pH unit
The pH/ORP electrode sensor will be refillable and have a replaceable junction to allow for longer sensor life.
Minimum pH range must be 0 to 14 pH units.
Minimum ORP range must be 1400 mV.
Sensor depth rating shall meet the highest rating.
Sensor response rate shall be <3 seconds.
Temperature Sensor
Temperature sensor shall comply with EPA method 170.1.
The temperature sensor must be made of titanium materials to prevent corrosion.
Sensor range shall be -5 to 50 C (23 to 122 F),
Sensor accuracy shall be 0.1 C.
Sensor depth rating shall meet the highest rating.
Sensor response rate shall be T95 < 30 seconds.
Turbidity Sensor Smart Sensor
Turbidity Sensor shall comply with ISO method 7027.
Turbidity sensor range shall be from 0 to a minimum 4,000 NTU and report in Nephelometric Turbidity Units (NTU) or Formazin Nephelometric Units (FNU).
Turbidity Sensor shall utilize sapphire lenses, which are more resilient to abrasion and scratches than quartz lenses.
Sensor response rate shall be <1 second.
Turbidity sensor shall include internal filters that block sunlight interference.
Turbidity sensor shall provide temperature and optical compensation on every reading.
Ammonium ISE Sensor Smart Sensor
The Ammonium sensor must accuracy requirements of 10% or 2mg/L, w.i.g
The Ammonium ISE sensor will be refillable and have a replaceable junction to allow for longer sensor life.
Minimum Ammonium range must be 0-10,000 mg/L as N
Ammonia and Total Ammonia must be derived from the Ammonium Sensor with a pH sensor installed.
Sensor depth rating shall be up to 25m.
Sensor response rate shall be <1 seconds.
Chloride ISE Sensor Smart Sensor
Chloride sensor shall comply with Standard Methods 4500-Cl- D
The Chloride sensor must accuracy requirements of 10% or 2mg/L, w.i.g
The Chloride ISE sensor will be refillable and have a replaceable junction to allow for longer sensor life.
Minimum Chloride range must be 0-150,000 mg/L - Cl-.
Sensor depth rating shall meet the highest rating of the instrument.
Sensor response rate shall be <1 seconds.
Nitrate ISE Sensor Smart Sensor
Nitrate sensor shall comply with Standard Methods Std. Methods 4500-NO3 D.
The Nitrate sensor must accuracy requirements of 10% or 2mg/L, w.i.g
The Nitrate ISE sensor will be refillable and have a replaceable junction to allow for longer sensor life.
Minimum Nitrate range must be 0-40,000 mg/L as N
Sensor depth rating shall be up to 25m.

Chlorophyll a Smart Sensor
The chlorophyll a sensor range must be 0-100 RFU, 0-1000 g/L
Chlorophyll a sensor linearity must be R2>0.999 for serial dilutions of chlorophyll a in methanol across full range

Phycocyanin (BGA-PC) Smart Sensor
The phycocyanin (BGA-PC) sensor range must be 0-100 RFU, 0-1000 g/L
Phycocyanin (BGA-PC) sensor linearity must be R2>0.999 for serial dilutions of phycocyanin across full range

Phycoerythrin (BGA-PE) Smart Sensor

Rhodamine WT Smart Sensor
The rhodamine WT sensor range must be 0-100 RFU, 0-1000 g/L

Sensor response rate shall be <1 seconds.
Cables
All cables shall be available as vented and non-vented in either thermoplastic polyurethane (TPU) or Tefzel (ETFE fluoropolymer; generic equivalent to Teflon ).
Cables shall provide water quality instrument users the ability to change cable types.
Cable shall provide water quality instrument users the ability to add to cable lengths using a RuggedCable Extender.
Cables shall permit users the ability to access data from water quality instruments.
A fully adjustable Kellems Grip must be included on the supplied cable to suspend the water quality instrument and cable.
On vented cables, a protective cap with a hydrophobic membrane and desiccant must be included at the up-hole end of the cable. Larger desiccant modules that attach to the up-hole end of the cable must be available for high-humidity environments. Desiccants/modules must be replaceable and/or refillable.
Mobile Device
Mobile device must run Android 4.4 operating system or later with Bluetooth 2.0 or later.
Mobile device shall be waterproof to IP67 for protection against dust and accidental submersion without the use of an external enclosure, such as an OtterBox case.
Software
System shall be capable of displaying all installed sensors: DO (optical RDO Sensor), conductivity, pH, ORP, turbidity, nitrate, chloride, ammonium, water level, water temperature, barometric pressure, chlorophyll a, phycocyanin (BGA-PC), phycoerythrin (BGA-PE), rhodamine WT, and all derived parameters simultaneously.
System shall utilize Win-Situ 5 software.
System shall utilize the VuSitu Smartphone App available on Google Play .
System interface shall be logical and easy to understand.
System shall offer capability for manual entry or auto-tagging of GPS coordinates.
System shall allow the user to name site data, attach site photos, and add a description.
System shall integrate mobile help functionality into the app.
System shall allow the user to email data in *.csv format directly from the display if cellular or wireless communication are available.
System shall allow the user to consolidate all well, pumping, and site information for reuse at subsequent events; track low-flow sampling test setup and calibrations; automate data collection; allow of export of a data log to a standard file format; and monitor and record the stabilization of water quality parameters.
Software must allow for a 1,2 or 3-point user calibration (sensor specific)
Software must allow adjustments for Specific Gravity variations in saline or brackish water, gasified wells, etc.
