Background
This Blanket Purchase Agreement (BPA) is issued by the Department of Veterans Affairs (VA), specifically for the Veterans Integrated Service Network (VISN) 22.
The goal of this contract is to procure a Cost Per Test (CPT) system that will provide all necessary Special Stains Systems, reagents, staining supplies, and related services for testing within VISN 22 facilities.
The BPA allows for flexibility in adding or removing facilities as requirements change.

Work Details
The contractor is required to provide a system capable of conducting all testing as outlined in Attachment A.
Key specifications include:
- Fully automated free-standing barcode-driven instruments with capabilities such as baking, deparaffinization, staining, and counterstaining.
- A comprehensive stain menu including AFB, GMS, Iron, Trichrome, Mucicarmine, PAS, Reticulin, Elastin, Steiner and Warthin-Starry stains among others.
- Continuous inventory of reagents and consumables to ensure uninterrupted operations.
- All equipment must be new and meet current industry standards.
- Instruments must have features like independent slide heating, bulk fluid/waste sensing capacity, easy-to-read printable reports, and alert systems for reagent tracking.
- On-site vendor training for at least two key operators is required.
- Additional support items include printers capable of printing staining reports and uninterruptible power supplies (UPS) for each instrument.

Period of Performance
The base period is one year with four one-year options; target dates are from January 1, 2025 to December 31, 2029.

The products and services will be delivered to various facilities within VISN 22 including: VA Greater Los Angeles Healthcare System (Los Angeles, CA), VA Loma Linda Healthcare System (Loma Linda, CA), VA San Diego Healthcare System (San Diego, CA), VA Long Beach Healthcare System (Long Beach, CA), VA Phoenix Healthcare System (Phoenix, AZ), VA Tucson Healthcare System (Tucson, AZ), and VA Albuquerque Healthcare System (Albuquerque, NM).
