Page 1 of Page 1 of NOTICE TO OFFERORS: DRAFT Request For Proposals (RFP) Department of Veterans Affairs Medical/Surgical Prime Vendor Program For MSPV Generation-Z Version 1 (MSPV Gen-Z V1) Solicitation #36C10X23R0007 THIS IS NOT A SOLICITATION. The Government does NOT invite offerors to submit proposals in response to this pre-solicitation notice. NO awards are anticipated to be made in response to this pre-solicitation notice. The forthcoming solicitation will be issued and all Veterans Integrated Service Networks (VISNs) will be competed as unrestricted, utilizing Full and Open Competition under authority 41 U.S.C. 3301 and Federal Acquisition Regulation (FAR) 6.401(b), Competitive Proposals. The North American Industry Classification System (NAICS) code for this acquisition is 423450 - Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers. The resulting acquisition vehicle will be a multiple-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract in accordance with FAR 16.504. Delivery Orders awarded against this IDIQ will require PV support to provide distribution and supply management of all required medical, surgical, dental, and laboratory supplies to Veterans Affairs Medical Centers (VAMCs) and Other Government Agencies (OGAs). The Period of Performance (PoP) will be structured to include a five (5) year base period with one optional period of five (5) years. This equates to a maximum potential contract length of ten years. An implementation period will be included in the PoP of each Delivery Order. The intent of this second draft RFP is to socialize changes made to the MSPV Gen-Z V1 requirement with industry. The Government is only seeking feedback for this Draft RFP concerning content of the solicitation or scope of work that will directly affect the solicitation process or material issues with the Statement of Work (SOW). No other information received will be considered. Questions in response to this draft solicitation are due no later than 5:00 PM (Eastern Time) ET, November 21, 2022. Please send your questions utilizing Attachment D (Question and Answer Template) via email to Ms. Ashley Nguyen (Ashley.Nguyen@va.gov) and Mr. Justin Lumpkin (Justin.Lumpkin@va.gov). The Government may or may not formally respond to questions received in response to this draft solicitation. We will use the questions and comments to further refine the final solicitation. Background
The Department of Veterans Affairs (VA) has issued Solicitation 36C10X23R0007 Amendment 0002 for the Prime Vendor to Support the Medical/Surgical Prime Vendor Generation-Z Version 1 (MSPV Gen-Z V1) Program. The program aims to manage the distribution and supply of medical, surgical, dental, and other laboratory supplies and related services.

Work Details
The contract requires the Prime Vendor to provide support for the distribution and supply management of medical, surgical, dental, and other laboratory supplies and related services as outlined in the Statement of Work (SOW). The resulting acquisition vehicle will be a multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contract. The minimum guaranteed amount for this contract is $10,000.00 per contract line item number (CLIN), with a maximum aggregate value of all awards and delivery orders under MSPV Gen-Z V1 set at $15,000,000,000. The initial delivery orders are expected to have a Period of Performance consisting of one base year and four one-year option periods.
The ordering procedures will follow providing all MSPV Gen-Z V1 IDIQ contract holders a fair opportunity to be considered for all awards exceeding the applicable value threshold unless specific exceptions apply.
