Notice of Intent to Sole Source
Department of the Interior (DOI), Office of Inspector General (OIG), Washington, D. C. intends to make an award on a sole source basis to Axon Enterprises, Inc., 17800 N. 85th Street, Scottsdale, Arizona, 85255, under NAICS code 334310 for Axon 4 Body Worn Cameras, Data Storage, and Training Services.
The proposed acquisition is to acquire a Federal Risk and Authorization Management Program Moderate Authorized certified digital evidence management system which includes associated licenses, storage, support, associated hardware products and services to include Axon Digital Evidence Management (DEM) Body Worn Camera program. Only one vendor, Axon Enterprises, Inc., provides full capabilities in a FedRAMP approved environment. DOI OIG requires 55 body cameras and associated accessories and 100 licenses. The purchase order/award will have a Period of Performance of September 16, 2024 September 15, 2029, including a one year base period and four (4) one-year option periods.
No solicitation is available. A request for more information or a copy of the solicitation will not be considered an affirmative response to this special notice. No telephone responses or inquiries to this special notice will be accepted.
All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. DOI OIG will consider responses received no later than 5 pm Eastern September 6, 2024. Responses shall be submitted electronically to mary_fryer@doioig.gov and gretchen_riley@doioig.gov. Responses must include sufficient evidence that shows capability of providing the requirement described in this notice. Responses received will be evaluated but a determination by the Government to not compete the proposed procurement based upon the responses to this notice is solely within the discretion of the Government. If no written response is electronically submitted by the aforementioned deadline that clearly demonstrates the ability to meet all requirements and is more advantageous to the Government, DOI OIG will make an award on a sole source basis to Axon Enterprises, Inc.
Qualified Contractors must provide the following:
1. The name and location of your company, contact information, business size designation(s) (small business, 8(a), HUBZone, Women Owned Small Business, etc.), and contact information including email address and telephone number.
2. UEI Number
3. Specific details of the product(s) that your company offers in regard to this notice. Include proof of FedRAMP Moderate or High Authorization.
4. State whether products are available through a Government contract or open market.
5. A brief capabilities statement (not to exceed 5 pages) that includes your companies standard line of business, as well as a list of customers to whom your company currently provides the specific products/services described herein.
6. The documentation must be provided in the following Microsoft and Adobe file types: Microsoft Office (.doc, .docx, .xls, .xlsx) and Adobe PDF (.pdf). No other file types are acceptable.
No other information will be provided with this Special Notice at this time.
Background
The Department of the Interior (DOI), Office of Inspector General (OIG), located in Washington, D.C., intends to award a contract on a sole source basis to Axon Enterprises, Inc., based in Scottsdale, Arizona.
