Description

This notice is NOT A SOLICITATION OR RFP and is for market research purposes only. Bids/proposals/quote are not requested and will not be considered, and no award will result from this notice. Responses to this notice must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential businesses interested and capable of providing the services described below.

The Government intends on issuing a firm fixed-price (FFP) contract with a time and materials (T&M) CLIN for each year. The FFP CLIN will be for all scheduled and routine maintenancels while the T&M CLIN will be for any unscheduled visits/emergency repairs approved by the Government. It's anticipated this solicitation will be issued around late January to early February 2025.

This requirement is for a 5 year service contract (1 base year and 4 option years) for the inspection, maintenance, and repair services required for the Building 1E Boiler Plant at Tobyhanna Army Depot (TYAD), in accordance with the attached Exhibit 1 - PWS. The boiler plant consists of two (2) Vapor Power Circulatic Watertube Boilers, one (1) Vapor Power Deaerator Tank, one (1) Vapor Power Humidification Clean Steam Generator, and two (2) Fabtek Condensate Transfer Units. Services required include, but are not limited to, quarterly and yearly maintenance and emergency repair services. See Exhibit 1 - PWS for more details.

Interested parties are requested to review the attached draft documents and provide feedback as necessary, to include any questions, concerns, issues, clarifications, etc. It's requested that interested parties ask any and all questions that they would otherwise submit during the solicitation phase. This is to ensure that the Government's requirements documents are as clear, concise, and accurate as possible at the time the solicitation is posted. Industry feedback may result in revisions to any or all of the draft documents.

If your firm is interested and capable of meeting this requirement, please provide the following information by the deadline stated:

(1) Company name, address, and point of contact

(2) Confirmation that your firm has the capability or ability to meet all requirements of Exhibit 1 - PWS, Paragraph 5.5 Contractor/Inspector Qualifications.

(3) Size status and representations of your business, such as but not limited to: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, Woman Owned Small Business (WOSB), Large Business, etc.

(4) Is your company considered small under the applicable NAICS code?

(5) Does your company have an FSS contract with GSA or are you acontract holder with any other federal contract? If so, please provide the contract type and number.

(6) If you are an FSS GSA or other federal contract holder, are the referenced items/solutions available on your schedule/contract?

(7) Please provide general pricing for your products/solutions for market research purposes.

(8) Please submit a capability statement that evidences your firms qualifications and verifies ability to perform work described above.

(9) Interested parties may submit requests for information (RFI) or general comments regarding the requirement.

The Government is not obligated to and will not provide reimbursements for any costs associated with responding to this announcement. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued.

Background
The Government intends to issue a firm fixed-price (FFP) contract with a time and materials (T&M) CLIN for the inspection, maintenance, and repair services required for the Building 1E Boiler Plant at Tobyhanna Army Depot (TYAD).

This requirement is for a 5-year service contract (1 base year and 4 option years) aimed at ensuring the operational efficiency of critical boiler systems. The boiler plant consists of two Vapor Power Circulatic Watertube Boilers, one Vapor Power Deaerator Tank, one Vapor Power Humidification Clean Steam Generator, and two Fabtek Condensate Transfer Units.

The goal of this contract is to maintain these systems through scheduled inspections and emergency repairs as needed.

Work Details
The contractor will be responsible for quarterly and yearly maintenance as well as emergency repair services for the following equipment:
- Two Vapor Power Circulatic Watertube Boilers:
- Quarterly tasks include cleaning oil filters, draining and replacing water pump oil, inspecting burner assemblies, checking ignition electrodes, performing combustion tuning, and providing service visit reports.
- Annual tasks include inspecting internal components for soot or damage, checking gas fittings for leaks, and ensuring proper operation of controls and safety devices.
- One Vapor Power Deaerator Tank.
- One Vapor Power Humidification Clean Steam Generator.
- Two Fabtek Condensate Transfer Units.

Additionally, the contractor must execute any government-approved additional maintenance or repair work as per T&M pricing guidelines.

Period of Performance
The contract will span over a period of 5 years consisting of 1 base year followed by 4 option years.

Place of Performance
The construction projects will be performed at Tobyhanna Army Depot (TYAD).
