40MM, M918E2 High Velocity (HV) Target Practice (TP) Day/Night/Thermal (DNT) Cartridges   2

The U.S. Army Contracting Command - New Jersey, on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (PM-MAS), intends to issue a limited competition request for proposal (RFP) for the production of the 40MM, M918E2 High Velocity (HV) Target Practice (TP) Day/Night/Thermal (DNT) Cartridges, a training cartridge for the MK19 Grenade Machine Gun (GMG). The 40MM, M918E2 HV TP DNT Cartridge allows the warfighter to train as they fight by delivering a projectile whose impact signature can be seen day or night, with the unaided eye, and through current thermal and night vision sights while eliminating unexploded ordnance on the training range, which prohibits freedom of maneuver during firing training exercises.

The Contractor shall deliver the 40MM, M918E2 HV TP DNT Cartridges in accordance with (IAW) to the performance threshold requirements defined in the U.S. Military Performance Specification, MIL-PRF-32500. The 40MM, M918E2 HV TP DNT Cartridge cartridge must have successfully completed U.S. Government qualification testing and evaluation. The Contractor and associated subcontractors shall maintain production facilities that can manufacture a quantity of 5.5M 40MM, M918E2 HV TP DNT Cartridges per year.

The Government intends to fulfill this requirement through a Firm Fixed Price Indefinite Delivery / Indefinite Quantity. The contract will be for five (5) one-year ordering periods.

Responses to this announcement are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP/solicitation or an award.

This is a presolicitation notice and the Government anticipates that a formal solicitation will be issued on or about 17 November 2023.
