2025 Capital Maintenance of Navy-Owned Facilities at NIROP Pittsfield   2

Background
The Strategic Systems Programs (SSP) is conducting market research to assess industry interest and capability for the 2025 Capital Maintenance of Navy-owned facilities at the Naval Industrial Reserve Ordnance Plant (NIROP) located in Pittsfield, MA.

This initiative supports the Trident II Strategic Weapons System Fire Control System program. The contractor, General Dynamics Mission Systems, has custody of the property and facilities where the work will be performed. The purpose of this sources sought notice is to identify businesses capable of managing and performing capital maintenance requirements.

Work Details
The contract encompasses various tasks including:
1. Electrical Service Equipment (Switchgear) - Design and replace 13,800-volt electrical switchgear at OP1/OP2 campus.
2. Air Handler Refresh - Design and replace 10 HVAC Air Handling Units in OP1, integrating with existing building management systems.
3. HVAC Ducting Design and Construction - Design and construct additional HVAC ducting in OP1 to meet lab operational requirements.
4. Emergent Repairs - Provide design, material, and labor for emergent repairs across all buildings at NIROP Pittsfield, with a cap of $20,000 for immediate actions in emergencies.
5. Security Upgrades Facility Design - Design modifications for increased security requirements in OP3 and create a master plan for modernization.
6. Lab Design - Develop detailed designs for an Engineering Test System lab in OP1.
7. Load Center Replacement - Replace two Load Center Units in OP1 and integrate controls into the existing building management system.
8. Boiler Replacement - Replace two 250 hp boiler systems in OP3 that are at the end of their useful life.

Period of Performance
The Period of Performance includes three base year CLINs from March 31, 2025, to April 1, 2027, with three corresponding three-year option CLINs.

Place of Performance
The contract will be performed at the Naval Industrial Reserve Ordnance Plant (NIROP) located in Pittsfield, MA.
