National Type 2 Firefighter Crews: Purpose of the Amendment: : The purpose of Amendment 07 is to conduct the 2025 annual review of previously established Blanket Purchase Agreements and to reopen the solicitation allowing new companies to submit quotes. Amendments issued prior to amendment 07 are not required to be submitted.

Description of Changes: The clauses were updated, updated Section B.5.3 and the most current wage determination is incorporated. Please review the solicitation entirely.

A pre-quote meeting will be held via Microsoft Teams on March 6, 2025, at 10:00am Mountain Time. Please respond to the survey in section E of this solicitation if you plan to attend. Please submit any questions you may have in writing to bryce.pitchford@usda.gov prior to the pre-quote meeting.

The Closing Date and deadline for receipt of proposals in response to Solicitation RFQ 1202SC21Q0001 is no later than 2:00 PM Mountain Time, March 18, 2025.

Background
The U.S. Forest Service (FS) has a long-standing commitment to wildland fire suppression, utilizing a combination of employed firefighter crews and contracted services. This solicitation aims to establish Blanket Purchase Agreements (BPAs) for National Type 2 Firefighter Crews (T2C) to support fire suppression activities, All-Hazard incidents, and preparedness assignments across the nation.

Work Details
The contractor is responsible for providing commercially available Type 2 qualified wildland firefighter crews. Key tasks include:
- Suppression of wildland fires using hand tools and power saws.
- Construction of firelines and mop-up operations post-fire containment.
- Management of all necessary equipment, materials, supplies, transportation, lodging, and trained personnel.
- Compliance with safety standards and provision of personal protective equipment (PPE).
- Each crew must consist of 20 members, including a Crew Boss and Squad Bosses, all trained according to the National Wildfire Coordinating Group standards.
- Contractors must ensure that their crews are available for assignments involving the protection and management of public lands.

Period of Performance
The effective period of the resultant BPAs will be from the date of award through December 31, 2025, with annual reviews occurring around December each year.

Place of Performance
The services will be performed nationwide at various designated dispatch centers as specified in the solicitation.
