Background
The Department of the Navy, Naval Facilities Engineering Systems Command, Hawaii, has issued a solicitation for a $1B DESIGN-BUILD (DB)/DESIGN-BID-BUILD (DBB) INDEFINITE DELIVERY INDEFINITE QUANTITY (IDIQ) SMALL BUSINESS MULTIPLE AWARD CONSTRUCTION CONTRACT (SB MACC) at various locations in the State of Hawaii and Wake Island. This procurement is 100% for Small Business Set-Aside with an average annual receipts requirement of $45 million. The contract will require technical and price proposals, and it anticipates awarding approximately eight contracts as a result of this solicitation.

Work Details
The contract is an indefinite delivery indefinite quantity (IDIQ), multiple award construction contract with no pre-established fixed contract prices for a period of five years, with an option period of three years. The work will be determined by the contracting officer or his/her authorized representative, who will issue written task orders to MACC awardees. The total maximum dollar value is $1 billion for all contracts over the life of all contracts. The task orders will be issued on a firm-fixed price (FFP) basis.
The offeror is required to submit electronic proposals through the Solicitation Module at https://piee.eb.mil/. The technical proposal shall include organizational charts, joint venture agreements, evidence of submission of VETS-4212 Report, and other required documentation. The offeror must also submit construction and design experience projects that are similar in size, scope, and complexity to the RFP.

Period of Performance
The base period for the contract is to be determined, with an option period of three years.

Place of Performance
The construction projects will be performed at various locations in the State of Hawaii and Wake Island.
