Background
The Department of the Navy, Naval Facilities Engineering Systems Command, Hawaii, has issued a solicitation for a $1B Historically Underutilized Business Zone (HUBZone) Design-Build/Design-Bid Build (DB/DBB) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) in various locations across the State of Hawaii. The procurement is limited to HUBZone Small Business Concerns with an average annual receipts requirement of $45 million under NAICS Code 236220 – Commercial and Institutional Building Construction. The intent is to award approximately eight contracts as a result of this solicitation.

Work Details
The contract involves an indefinite delivery indefinite quantity (IDIQ), multiple award construction contract (MACC) with no pre-established fixed contract prices for a period of five years, with a total maximum dollar value of $1 billion for all contracts over the life of the contracts. The actual amount of work to be performed and the time of such performance will be determined by the contracting officer or his/her properly authorized representative, who will issue written task orders to MACC awardees. The work includes new construction and/or repair, alteration of existing infrastructure such as residential buildings, industrial buildings and warehouses, nonresidential buildings, and improvements like utilities, landscaping, airfields, and roadways. The offeror is required to submit electronic proposals through the Solicitation Module at https://piee.eb.mil/ and must obtain access to PIEE and request the Proposal Manager role. The proposal submission requirements include technical proposals in Phase 1 and Phase 2, as well as price proposals.

Period of Performance
The period of performance for the base period is to be determined. Additionally, there is an option period for three years with no pre-established fixed contract prices.

Place of Performance
The construction projects will be performed in various locations across the State of Hawaii.
