Background
This solicitation is issued by the USDA Forest Service for a nationwide agreement to provide Incident Support Multipurpose Off-Highway Vehicles (OHV) across all 50 states.

The goal of this contract is to conduct the 2025 annual review of previously established Blanket Purchase Agreements and to allow new vendors to submit quotes. The agency aims to ensure that updated requirements and clauses are adhered to while facilitating effective incident management services.

Work Details
The tasks and services under this contract include:
- Conducting the 2025 onboarding and annual review of existing agreements.
- Evaluating updated mileage rates for Dispatch Priority List, changing from 50 miles to 450 miles.
- Implementing updated Fire Extinguisher and Trailer Requirements.
- Clarifying mileage payment structures.
- Revising language regarding closest forces and vendor acceptance in shopping neighboring DPLs.
- Assigning repair responsibilities for mechanical wear and tear to the vendor with a government repair option available.
- Stipulating that inoperable UTVs cannot be replaced without creating a new resource order, following specific ordering procedures.
- Updating all relevant clauses, including Exhibits D, F, and G with current documentation.
- Consolidating dispatch centers as specified in Exhibit F.
- Limiting the listing of UTVs per dispatch center to either Side by Side or Advanced Scout Vehicle, not both.

Period of Performance
The period of performance for this contract is from April 1, 2025, to March 31, 2026.

Place of Performance
The contract will be performed nationwide across all 50 states.
