Description

The U.S. General Services Administration (GSA) has a requirement to provide construction services involving a new rooftop HVAC Chiller System and CRAC units to serve the dedicated, 24/7 around-the-clock cooling needs of various Data / IT Rooms in the multi-story 11000 Wilshire Blvd. Federal Building in Los Angeles, CA. This system will be separate from the building's house HVAC system. The project scope also includes major electrical work to serve this project's HVAC electrical loads; structural mitigation of roof structure; repair of an existing bituminous asphalt roll roof per current roof manufacturer's warranty requirements and installation of a Styrene-Butadiene Styrene (SBS) applied over the roof system; and installation of a new open protocol BACnet system that will be interfaced with a future tenant provided centralized control system.

The completion time for this project is 365 calendar days from issuance of the Notice to Proceed to Substantial Completion. The estimated cost range is between $5 million and $10 million. The North American Industry Classification System (NAICS) code for this procurement is 236220 with average annual receipts of less than $45 million for the last five (5) years. The proposed contract is being solicited under the SBA 8(a) program as a Competitive Acquisition, in accordance with FAR 19.805. The acquisition will be limited to 8(a) participants and will also utilize FAR 15.1, Source Selection Processes and Techniques. Award will be made to the 8(a) offeror that meets SBA eligibility requirements and whose proposal conforms to all requirements of the solicitation and is considered to be most advantageous to the Government, cost or price and other factors considered.

The Request for Proposal (RFP) will be available for download on Sam.gov on or about March 17, 2023. GSA anticipates that the proposals will be due approximately 30 calendar days after the RFP is issued.
