The NY Air National Guard has a contract opportunity for a Construction contract for Project #WKVB242004, Repair Roof on Building 369 at Gabreski Airport, Westhampton Beach, NY. This action is being solicited for as a 100% total service disabled veteran owned small business.

The North American Industry Classification (NAICS) Code is 236210 and the size standard for small business is $45M average annual revenue for the past three years. Project magnitude is between $250,00 and $500,000. Persons intending on submitting a bid are highly encouraged to attend the Pre-Bid Conference and Site Visit.

Award will be made to the responsible bidder whose bid conforms to the invitation for bids and is most advantageous to the Government considering only price and price related factors.

Funds are not presently available for this contract. Currently, the Government anticipates funds will become available prior to but no later than midnight 30 Sep 2024.

This action has been identified on the National Guard priority list for aw ard if funds become available and the prices received are within an awardable range. No contract award will be made until appropriated funds are made available.

Background
The NY Air National Guard is issuing a contract opportunity for the construction project titled 'Repair Roof on Building 369' at Gabreski Airport, located in Westhampton Beach, NY. This contract is specifically solicited for a 100% total service disabled veteran owned small business.

The agency's mission includes maintaining and enhancing the operational capabilities of the National Guard, and this project aims to ensure the integrity and functionality of Building 369's roof to support ongoing operations.

Work Details
The contractor shall provide all engineering, supervision, labor, parts, equipment, tools, and supplies necessary to repair the roof, flashing, and penetration seals on Building 369. Key tasks include:
1. Power-washing approximately 27,000 square feet of existing granular membrane.
2. Applying a waterproof protective acrylic/cementitious coating with a thickness of .045 mils.
3. Cleaning and removing all work-related debris from the site.
4. Site Investigation: Field verification of all measurements prior to work commencement.
5. Roof Repair: Removal and disposal of non-viable roofing materials; replacement with like materials; application of waterproof coating as per manufacturer’s instructions.
6. Re-sealing connection points between SBS membrane and HVAC supports, mechanical vents, communications conduits, etc.
7. Replacement of unserviceable metal roof termination bars and flashing around the roof curb to ensure a water-tight seal.

Period of Performance
The period of performance for this project is 120 days from the date the signed Notice-to-Proceed (NTP) is provided.
